AMENDING THE ALAMEDA CITY EMPLOYEES ASSOCIATION
(ACEA) SALARY SCHEDULE ESTABLISHING THE CLASSIFICATION
OF COMBINATION BUILDING INSPECTOR I, RETITLING THE
COMBINATION BUILDING INSPECTOR CLASSIFICATION TO
COMBINATION BUILDING INSPECTOR II, AND PROVIDING FOR
EQUITY ADJUSTMENTS TO INCREASE THE BASE PAY OF THE
CLASSIFICATIONS OF SENIOR COMBINATION BUILDING
INSPECTOR, SENIOR BUILDING CODE COMPLIANCE OFFICER,
SENIOR FIRE CODE COMPLIANCE OFFICER, COMBINATION
BUILDING INSPECTOR II, AND FIRE/BUILDING CODE COMPLIANCE
OFFICER EFFECTIVE MARCH 31, 2019.
WHEREAS, it continues to be to be difficult to recruit, attract and retain
Combination Building Inspectors and Fire and Building Code Compliance Officers at all
classification levels due to the specialized experience and certification requirements of
the classifications; and
WHEREAS, our current classification structure does not include an entry-level
Combination Building Inspector classification; and
WHEREAS, it is anticipated that the addition of an entry-level Combination
Building Inspector I classification along with retitling the Combination Building Inspector
to Combination Building Inspector II will create entry and journey level classifications to
more flexibly meet the needs of the City and improve our ability to attract and retain
qualified candidates; and
WHEREAS, recent salary surveys for the Combination Building Inspector series
have shown the classifications are below the market median; and
WHEREAS, it is anticipated that increasing the base pay of all classification in the
Combination Building Inspector series will improve the recruitment and retention of
qualified applicants; and
WHEREAS, it is also recommended to increase the base pay of the classifications
of Fire/Building Code Compliance Officer, Senior Fire Code Compliance Officer, and
Senior Building Code Compliance Officer in order to maintain existing internal equity
amongst the Inspectors and Code Compliance Officers.
NOW THEREFORE BE IT RESOLVED by the Council of the City of Alameda
that the salary schedule of the Alameda City Employees Association (ACEA) is hereby
amended effective March 31, 2019 by establishing the salary rates, salary ranges,
salary steps and benefits for the classifications of Combination Building Inspector I,
Combination Building Inspector II, Senior Combination Building Inspector, Senior Building
Code Compliance Officer, Senior Fire Code Compliance Officer and Fire/Building Code
Compliance Officer designating these as applicable to this classification in the service
of the City of Alameda.
