Resolution 15526CITY OF ALAMEDA RESOLUTION NO. 15526 INCREASE THE FISCAL YEAR 2018-19 CAPITAL PROJECTS FUND BUDGET FOR THE CLIMATE ACTION PLAN PROJECT BY $50,000 FROM THE TIDELANDS FUND WHEREAS, on May 2, 2017, the City Council unanimously approved a high-priority referral directing staff to update Alameda's 2008 Local Action Plan for Climate Protection; and WHEREAS, on May 2, 2018, the City entered into contract with Eastern Research Group (ERG), the firm designated most suitable to meet the City's needs, to develop new roadmap to reduce greenhouse (GHG) emissions, establish new climate action goals beyond 2020, identify GHG emission reduction strategies, conduct a climate change vulnerability assessment, and develop sea level rise and other climate change adaptation strategies; and WHEREAS, the City meets the criteria of State Assembly Bill 691 -Proactively Planning for Sea-Level Rise Impacts -for a local trustee required to prepare and submit to the State Lands Commission, no later than July 1, 2019, an assessment of how it proposes to address sea level rise; and WHEREAS, ERG's original scope of work to develop Alameda's Climate Action and Resiliency Plan did not specifically include AB691 compliance; and WHEREAS, the Tidelands fund should pay for services related to AB 691 compliance; and WHEREAS, on June 19, 2018, the City Council did adopt a Mid-Cycle Budget representing the financial plan for conducting the affairs of the City of Alameda for the Fiscal Year beginning July 1, 2018 and ending June 30, 2019; and WHEREAS, awarding that contract requires allocating an additional $50,000 in Transfer In and expenditures to the Capital Projects Fund 310, Climate Action and Resiliency Plan Project (91852) from the Tidelands Fund via Transfer Out (Fund 216) of $50,000; and WHEREAS, the Council has considered the report and recommendations of the City Manager on the budget amendments and has determined that the budget amendments are both fair and appropriate; and WHEREAS, this budget ensures that the City of Alameda has exercised prudent judgment in its fiduciary responsibility as guardian of the public tax dollars. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda approve an increase in the Fiscal Year 2018-19 Capital Projects Fund budget for the Climate Action and Resiliency Plan Project (91852) by increasing the transfer in by $50,000 and expenditures appropriations by $50,000, and increasing transfer out in the Tidelands Fund (216) by $50,000. ******* I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the J1h day of May 2019, by the following vote to wit: AYES: Councilmembers Daysog, Knox White, Oddie, Vella and Mayor Ezzy Ashcraft-5.
