AMENDING FISCAL YEAR 2018-19 BASE REUSE FUND BUDGET BY
APPROPRIATING $538,128 FROM THE BUILDING SALES
PROCEEDS FOR REIMBURSEMENT FOR ADDITIONAL WORK
PERFORMED WHILE INSTALLING A PORTION OF THE JOINT
TRENCH AT ALAMEDA POINT
WHEREAS, in February 2016, the City Council approved a 1 0-year lease with
Alameda Point Redevelopers, which included a $1.8 million Infrastructure Improvement
credit; and
WHEREAS, the Infrastructure Improvement credit could only be applied to off-site
infrastructure consistent with the Master Infrastructure Plan for Alameda Point, which was
adopted by the City Council in 2014; and
WHEREAS, the joint trench project was chosen for use of the Infrastructure
Improvement credit because it supported the tenant and several adjacent buildings; and
WHEREAS, during construction Alameda Municipal Power developed a plan to
reduce incidences of power outages occurring in west Alameda, which were caused by
unreliable Navy-installed service lines; and
WHEREAS, the proposed solution resulted in a $538,128 increase in project cost;
and
WHEREAS, the City Council designated Alameda Point building sales proceeds
be used for infrastructure at Alameda Point; and
WHEREAS, On June 6, 2018, the City Council adopted an Operating and Capital
Budget representing the financial plan for conducting the affairs of the City of Alameda
for the Fiscal Year beginning July 1, 2018, and ending June 30, 2019; and
WHEREAS, the Base Reuse Fund (858) has approximately $22 million in the
infrastructure capital project division of its fund balance and the joint trench
reimbursement is an eligible use of these funds; and
WHEREAS, staff is proposing that the Base Reuse Fund appropriations be
increased by $538, 128; and
WHEREAS, the City Council has considered the report and recommendations of
the City Manager on the budget amendment and has determined that the budget
amendment is both fair and appropriate; and
WHEREAS, the City Council has given this budget due consideration as to its
projected revenues, anticipated expenditures and available fund balances.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that a budget amendment for Fiscal Year 2018-19 to the Base Reuse Fund for
infrastructure construction is approved, by increasing appropriations by $538,128.
