AMENDING THE GENERAL FUND TRANSFERS OUT BUDGET FOR
FISCAL YEAR 2018-19 BY $250,000 AND CAPITAL PROJECTS FUND
TRANSFERS IN AND APPROPRIATIONS BY $250,000, EACH, FOR
COSTS ASSOCIATED WITH REPAIR OF THE EMMA HOOD SWIM
CENTER
WHEREAS, on June 6, 2017, the City Council did adopt a budget representing the
financial plan for conducting the affairs of the City of Alameda (City) for the Fiscal Year
beginning July 1, 2017 and ending June 30, 2019; and
WHEREAS, the Emma Hood Swim Center, located at Alameda High School, is
operated and maintained by the Alameda Unified School District (AUSD) under a Joint
Use Agreement with the City; and
WHEREAS, the Alameda County Department of Environmental Health (ACDEH)
cited significant code concerns and is requiring closure of the Swim Center pools on May
30, 2019 unless the issues are addressed and brought up to code; and
WHEREAS, a repair plan that is not to exceed $350,000 has been determined by
the City and AUSD staff, ACDEH is being consulted to confirm it meets their expectations;
and
WHEREAS, these costs will be shared in the amounts of 70% City and 30% AUSD
based on current hourly uses by school teams, community and City programs; and
WHEREAS, if funded, Emma Hood Swim Center will be closed at the end of May
and is projected to re-open once repairs are completed and approved by ACDEH; and
WHEREAS, ACDEH is also requiring that by May 30, 2019, the City and AUSD
have a long-term replacement plan in place to build a new aquatic facility with major
milestones identified. In addition, a Pool Ad-Hoc Committee comprised of two City Council
members, two AUSD Board Members, aquatics community members, and staff from both
agencies is working to develop recommendations for a City Aquatic Facility; and
WHEREAS, staff is proposing that the General Fund Transfers Out Budget be
increased by $250,000 and Capital Projects Fund Transfers In and Appropriations be
increased by $250,000, each; and
WHEREAS, the City Council has considered the report and recommendations of
the City Manager on the budget amendment and has determined that the budget
amendment is both fair and appropriate; and
WHEREAS, the City Council has given this budget due consideration as to its
projected revenues, anticipated expenditures and available fund balances.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
the budget amendment for Fiscal Year 2018-19 is approved for the City's General Fund
by increasing transfers out by $250,000 and for the Capital Projects Fund by increasing
transfers in and appropriations by $250,000, each.
