AMENDING MASTER FEE RESOLUTION NO. 12191 TO REVISE
FEES, INCLUDING CANNABIS BUSINESS OPERATOR AND
REGULATORY FEES
WHEREAS, the Alameda Municipal Code and the California Government Code
provide that the City Council shall set fees reasonable to recover the cost of providing
various services by resolution; and
WHEREAS, the City Council, at the August 27, 1991 Special City Council
meeting directed City staff to amend the Alameda Municipal Code to reflect that City
fees shall be set by City Council Resolution; and
WHEREAS, State law authorizes local governments to charge fees for services
based on the estimated reasonable cost of providing the service for which the fee is
charged; and
WHEREAS, the City Council is authorized to increase fees annually by the
percentage increase in consumer and/or construction price indices for the San
Francisco Bay Area.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Alameda that fees for various City services and permits have been adjusted accordingly
and are set forth in the Master Fee Schedule, which is attached hereto as Exhibit A.

Except where noted, all fees have been administratively revised for the Consumer Price Index (CPI) rate of
3.5% as of February 2019.
Staff hourly rates have been adjusted to reflect personnel costs per the Biennial Budget calculations.
City Clerk staff hourly rates have been updated to reflect current authorized positions.
No change in Library fees except for late fees, which are being eliminated.
Recreation and Park Fees were adopted by the City Council in December 2018. These fees were not adjusted
for the CPl.
Affordable Housing Fees for Hotel/Motel use category were erroneously not updated in the Master Fee
Schedule since FY 2014/15. The FY 2019/20 fee is updated to include the intermediate annual adjustments.
The Rent Stabilization Program fee was adopted by the City Council by Resolution# 1S388 on June 5, 2018
and was effective July 1,2018. Annual program fees remain the same for FY 2019/20.
Planning, Building & Transportation: New and revised fees adopted by City Council in April 2019.
Fire Department Fees: New and revised fees adopted by City Council in March 2019.
Public Works Department: New and revised fees adopted by City Council in April 2019. The Solid
Waste-Special Event Permit fee was erroneously entered into Exhibit A of Resolustion 15525
adopted in April 2019 as a land development fee at $192. Fee should be $149 and is accurately
reflected in this schedule.
Development Impact Fees were increased by the Construction Cost index for a 1-year period from April 2018
through April 2019 at the rate of 2.6%.
Cannabis Business Operator and Regulator Fees adopted by City Council in October 2018.
