ADOPTING THE PLAN TO END HOMELESSNESS: 2018 STRATEGIC
UPDATE DEVELOPED BY EVERYONE HOME
WHEREAS, on any given night in the City of Alameda, more than 200 people sleep
without a permanent place to call home, with about 110 of them sleeping in encampments,
in cars, or in other places not meant for human habitation; and
WHEREAS, the City Council took immediate steps to address this problem by
unanimously declaring a Homeless Shelter Crisis on October 2, 2018; and
WHEREAS, EveryOne Home is the collective impact organization to end
homelessness in Alameda County, bringing together city and county government
partners, nonprofit service providers, homeless consumers, and community members;
and
WHEREAS, EveryOne Home created the Alameda Countywide Homeless and
Special Needs Housing Plan in 2006, adopted by the City Council on May 5, 2009
(Resolution No. 14327); and
WHEREAS, to better address changing realities of the current homeless crisis in
our community, in 2018, EveryOne Home has created a Strategic Update to this 2006
plan; and
WHEREAS, City staff and Alameda nonprofit organizations worked collaboratively
with EveryOne Home in the development of the plan, resulting in strategic
recommendations in the EveryOne Home Plan to End Homelessness: 2018 Strategic
Update that reflect close alignment with the Alameda Homelessness Report priorities
approved by City Council in March 2018; and
WHEREAS, the Social Service Human Relations Board recommended that the
City Council adopt the Plan at its April 25, 2019 meeting; and
WHEREAS, the City cf Al.:.rr.ed& supports the recommendations in the 2018
Strategic Update in alignment with local pr:orities, ordinances, and policies, with utmost
consideration for the health, safety, and welfar8 of its residents.
NOW THEREFORE, BE IT RESOLVED l'Y tile Council of the City of Alameda that
the Council adopts the EveryOne Home Plan t0 End Homelessness: 2018 Strategic
Update.

I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 161h day of July, 2019, by the following vote to wit:

Mayor Ezzy Ashcraft-5.
NOES: None.
