AMENDING THE FISCAL YEAR 2019-20 GENERAL FUND
OPERATING BUDGET BY INCREASING CITY ATTORNEY'S OFFICE
APPROPRIATIONS BY $172,000
WHEREAS, on June 18, 2019, the City Council adopted a budget representing
the financial plan for conducting the affairs of the City of Alameda for the Fiscal Year
beginning July 1, 2019 and ending June 30, 2020 and Fiscal Year beginning July, 2020
and ending June 30, 2021; and
WHEREAS, the City is adding a Prosecution Unit to the City Attorney's Office in
order to enforce local and certain state laws from shop -lifting, disturbing the peace to
housing and consumer protection cases, such as unlicensed contracting, consumer
fraud, minimum -wage and tenant harassment; and
WHEREAS, the cost of adding two additional full time staff; Assistant City Attorney
and Paralegal, upgrade the current Administrative Services Coordinator to Management
Analyst and to provide for facilities upgrades and equipment to house new staff is
estimated at $321,000 for the remainder of the Fiscal Year; and
WHEREAS, these additional costs will be funded by the General Fund (35%), the
Rent Control Fund (50%), and the Planning, Building and Transportation Fund (15%);
and
WHEREAS, Rent Stabilization Fund and Community Development Fund have
sufficient appropriations to cover these additional costs; however, the General Fund
appropriations are recommended to be increased by a total of $172,000; and
WHEREAS, the City Council has considered the report and recommendations of
the City Manager on this budget amendment and has determined it to be fair and
appropriate.
NOW, THEREFORE BE IT RESOLVED by the Council of the City of
Alameda that said Council hereby approves amending the Fiscal Year 2019-20 General
Fund operating budget by increasing City Attorney's Office appropriations by $172,000
to fund the creation of a new Prosecution Unit and the upgrade of the Administrative
Services Coordinator position to Management Analyst, to upgrade facilities and to
purchase the equipment needed to support the new unit.

regularly adopted and passed by the Council of the City of Alameda in a regular
meeting assembled on the 31d day of September 2019, by the following vote to wit:
AYES: Councilmembers Daysog, Knox White, Oddie, Vella and
Mayor Ezzy Ashcraft — 5.
