AUTHORIZING THE CITY MANAGER TO APPLY FOR AND ACCEPT UP TO $88,000
IN BAY AREA AIR QUALITY MANAGEMENT DISTRICT VEHICLE TRIP REDUCTION
GRANT FUNDS, AND ALLOCATE UP TO $57,000 IN LOCAL MATCHING FUNDS TO
PURCHASE AND INSTALL ELECTRONIC BICYCLE LOCKERS
WHEREAS, the City of Alameda ( "City ") has provided electronic bicycle lockers
in key locations since 2009, and data shows that they are being regularly used; and
WHEREAS, electronic bicycle lockers provide greater theft- protection than
bicycle racks, protect bicycle gear such as lights and helmets, and can hold scooters,
making it easier for people to commute by bicycle or scooter, thus reducing greenhouse
gas (GHG) emissions; and
WHEREAS, providing sufficient electronic bicycle lockers at commuter hubs, like
ferry terminals, enables people to use bicycles or scooters for the "last mile" of their
commute by protecting their bicycles and scooters from theft throughout their workdays;
and
WHEREAS, installation of electronic bicycle lockers is consistent with the City's
Climate Action and Resiliency Plan (CARP), which recognizes that transportation
emissions account for 70% of the City's GHG emissions, and the City Council's March
2019 Climate Action Emergency Resolution; and
WHEREAS, the City meets all eligibility and Vehicle Trip Reduction Grant
Program requirements described in the Bay Area Air Quality Management District's (Air
District) Grant Opportunity Program Guidance; and
WHEREAS, it is in the City's best interests to partner with local agencies to
maximize its resources and attain mutual goals to reduce GHG emissions from the
transportation sector; and
WHEREAS, the Air District's Vehicle Trip Reduction Grant Program provides
grant funds to public agencies for a broad range of eligible bicycle facility projects,
including installation of electronic bicycle lockers, to reduce single- occupancy vehicle
trips and improve air quality in the Bay Area.
NOW, THEREFORE, BE IT RESOLVED by the City Council that:
1. The City Manager is authorized to apply for and accept up to $88,000 in
Air District Vehicle Trip Reduction Grant Funds, and
2. The City Council hereby allocates $57,000 of non -Air District local
matching funds to pay for any project- related costs that are in excess of
the award, and
3. The City Manager, or designee, is appointed as the City's agent to
conduct all negotiations; execute and submit all documents including, but
not limited to, applications, agreements, payment requests, etc., which
may be necessary for the completion of the aforementioned project(s);
and to carry out the project.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 5th day of November, 2019, by the following vote to wit:
