AMENDING RESOLUTION NO. 15547 AUTHORIZING THE CITY
MANAGER TO APPLY FOR AND ACCEPT UP TO THREE
HUNDRED TEN THOUSAND DOLLARS {$310,000) IN SB 2
PLANNING GRANTS PROGRAM FUNDS FOR WORK ON
GENERAL PLAN UPDATES, ZONING ORDINANCE
AMENDMENTS, AND ENVIRONMENTAL REVIEW CONSISTENT
WITH STATE LAWS TO STREAMLINE HOUSING PRODUCTION
WHEREAS, the California Department of Housing and Community
Development {Department) has issued a Notice of Funding Availability {NOFA) dated
March 28, 2019, for its Planning Grants Program; and
WHEREAS, the purpose of the Planning Grants Program is to provide funding
and technical assistance to eligible local governments to prepare, adopt, and
implement plans and process improvements that streamline housing approvals and
accelerate housing production; and
WHEREAS, the City Council of the City of Alameda desires to apply for
available funding as a proactive measure to address the statewide housing crisis
pursuant to the Planning Grants Program NOFA and SB 2 Planning Grants Program
Guidelines released by the Department; and
WHEREAS, it is in the City of Alameda 1S best interests to partner with the
Department to maximize resources and attain the mutual goals of accelerating
housing production, streamlining the approval of housing development affordable to
owner and rental households at all income levels, facilitating housing affordability,
and promoting development consistent with the State Planning Priorities
{Government Code section 65041.1); and
WHEREAS 1 the Department is authorized to provide up to $123 million under
the SB 2 Planning Grants Program from the Building Homes and Jobs Trust Fund for
assistance to local governments (as described in Health and Safety Code section
50470 et seq. (Chapter 364. Statutes of 2017 (SB 2)) related to the Planning Grants
Program.
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby
authorizes the City Manager to submit an application to the Department for the 2019
Planning Grants Program in an amount not to exceed Three Hundred and Ten
Thousand Dollars {$31 0,000); and
BE IT FURTHER RESOLVED, that, if awarded the grant funds, the City
Manager is authorized to accept up to $310,000 in 2019 Planning Grants Program
funds, to enter into a State Standard Agreement for the distribution of grant funds,
and to use the funds for eligible uses in the manner presented in the application as
approved by the Department and in accordance with the Planning Grants NOFA, the
Planning Grants Program Guidelines, and 2019 Planning Grants Program
Application; and
BE IT FURTHER RESOLVED, that the City Manager is authorized to conduct
all negotiations and execute and submit all required documents including, but not
limited to applications, supporting materials, agreements, amendments, reporting
documents, and reimbursement requests which may be necessary for the receipt of
grant funds; and the City of Alameda shall be subject to the terms and conditions as
specified in the Standard Agreement, the SB 2 Planning Grants Program Guidelines,
and any applicable Planning Grants Program guidelines published by the
Department. Funds are to be used for allowable expenditures as specifically identified
in the Standard Agreement. The application in full is incorporated as part of the
Standard Agreement. Any and all activities funded, information provided, and
timelines represented in the application will be enforceable through the executed
Standard Agreement. The City of Alameda City Council hereby agrees to use the
funds for eligible uses in the manner presented in the application as approved by the
Department and in accordance with the Planning Grants NOFA, the Planning Grants
Program Guidelines, and 2019 Planning Grants Program Application; and
BE IT FURTHER RESOLVED, that the City Manager of the City of Alameda is
authorized to execute the City of Alameda Planning Grants Program application, the
Planning Grants Program Grant Documents, and any amendments thereto, on behalf
of the City of Alameda as required by the Department for receipt of the Planning Grants
Program Grant; and
BE IT FURTHER RESOLVED, that this action is not a project under the
California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the
CEQA Guidelines (governmental fiscal activities which do not involve any commitment
to any specific project which may result in a potentially significant physical impact on
the environment is not a project).

assembled on the 19th day of November, 2019, by the following vote to wit:
