AMENDING THE FISCAL YEAR 2018-19 CAPITAL PROJECTS FUND BUDGET TO
CONSOLIDATE ALL SB-1 ROAD MAINTENANCE AND REHABILITATION ACCOUNT
(AMRA) FUNDING BUDGET COMMITMENTS TO THE PAVEMENT MANAGEMENT
PROJECT (91810) AND SWAP AN EQUIVALENT AMOUNT OF MEASURE B LOCAL
STREETS AND ROADS FUNDING FROM PAVEMENT MAANGEMNET PROJECT
(91810) TO THE SIDEWALK MAINTENANCE PROJECT (91601) AND THE TRAFFIC
SIGNALS, CALMING AND SYSTEMS PROJECT (91812)
WHEREAS, on June 6, 2017, the City Council did adopt Operating and Capital
Budget representing the financial plan for conducting the affairs of the City of Alameda
for the Fiscal Years period beginning July 1, 2017 and ending June 30, 2019; and
WHEREAS, the Road Repair and Accountability Act of 2017, more commonly
known as Senate Bill 1 (SB-1) significantly increased gas tax revenues with the aim of
repairing California's roadways; and
WHEREAS, in the fall of 2017 California Transportation Commission (CTC)
clarified the funding expectations and reporting requirements for SB-1 revenue. CTC
specified that Road Maintenance and Rehabilitation Account (AMRA) funding was
intended to address unfunded road maintenance and that funds could be used for other
roadway related uses only after an agency's network Pavement Condition Index (PCI)
was 80 or higher. Alameda's current network PCI is 72; and
WHEREAS, the staff recommends to swaps funding sources between AMRA and
Measures B and BB funding for the Pavement Management project (9181 0), Sidewalk
Maintenance project (91601 ), and Traffic Signals and Systems project (91812) without
changing the overall budget amount or scope of work. Consolidating the AMRA funding
into the Pavement Management project is consistent with the intent of SB-1 and simplifies
the City's annual reporting requirements; and
WHEREAS, staff is proposing that the Capital Projects Fund Budget be amended
as follows:

WHEREAS, the City Council has considered the report and recommendations of
the City Manager on the budget amendment and has determined that the budget
amendment is both fair and appropriate; and
WHEREAS, the City Council has given this budget due consideration as to its
projected revenues, anticipated expenditures and available fund balances; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that budget amendment for Fiscal Year 2018-19 Budget is approved for the Capital
Projects Fund by reallocating funding sources for three projects between Road
Maintenance and Rehabilitation Account (AMRA) and Measure B Local Streets and
Roads funding sources as follows:
