AUTHORIZING THE MAYOR TO SIGN A SISTER CITY
MEMORANDUM OF AGREEMENT (MOA) BETWEEN THE
COUNTY OF YEONGDONG (YEONGDONG-GUN), THE
REPUBLIC OF KOREA AND THE CITY OF ALAMEDA, UNITED
STATES OF AMERICA
WHEREAS, the Alameda Sister City Association was formed in 2009, to
administer and expand the Alameda Sister City Program to encourage friendship
and understanding between the peoples of the United States and other nations
through the medium of direct personal contact; and
WHEREAS, the people of the City of Alameda and its officials have
enthusiastically endorsed the concept of forming Friendship and Sister City
relations and affiliations with foreign cities with common concerns and mutual
interests; and
WHERAS, on July 3, 2017, the City of Alameda and the County of Yeongdong
officially signed a Memorandum of Understanding to formalize a Sister City
partnership to the mutual benefit of both parties that promote friendship, build
relations, share ideas and innovations, and foster cultural awareness; and
WHEREAS, each year since the inception of its Sister City agreement with
Yeongdong-gun in 2017, the City of Alameda has welcomed students from its
South Korean partner for cultural exchange visits, inspiring young people from
both Alameda and Yeongdong-gun to become ambassadors and leaders of
tomorrow that will promote peace, social justice, environmental preservation, and
economic development around the globe; and
WHEREAS, in 2019, over 40 marital arts students and guests from Alameda had
the opportunity to experience Yeongdong-gun's art, food, music, and people on a
cultural exchange visit; and
WHEREAS, on March 31, 2020, the Alameda-Yeongdong-gun Sister City
partners will mark another historic moment in their relationship by signing a
Memorandum of Agreement affirming their continued commitment to their
alliance and collaboration; and
WHEREAS, the City Council of the City of Alameda does recognize and endorse
said program with the hope that it will lead to creating goodwill and
understanding between the peoples of our cities and our two great nations.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
ALAMEDA that the Mayor is hereby authorized to sign a Memorandum of
Agreement regarding the implementation of said Sister City relations and
undertakings; and
BE IT FURTHER RESOLVED, that a fully executed and suitably inscribed copy
of this Resolution be presented to the Mayor of the County of Yeongdong and
that another copy be filed in the City Clerk's office in the Alameda City Hall.

I, the undersigned, hereby certify that the foregoing resolution was duly
and regularly adopted and passed by the City Council of the City of Alameda in a
regular meeting assembled on the 3rd day of March 2020 by the following vote, to
wit:
AYES: Councilmembers Daysog, Knox White, Oddie and
Mayor Ezzy Ashcraft-5.
NOES: None.
ABSENT: Councilmember Vella -1 .
ABSTENTIONS: None.
