AMENDING THE SALARY SCHEDULES FOR: THE MANAGEMENT
AND CONFIDENTIAL EMPLOYEES ASSOCIATION (MCEA) TO ADD
THE CLASSIFICATION OF SUSTAINABILITY AND RESILIENCE
MANAGER; THE ALAMEDA POLICE OFFICERS ASSOCIATION NON-
SWORN (PANS) TO ADD THE CLASSIFICATIONS OF LEAD
PARKING TECHNICIAN AND PARKING TECHNICIAN; THE PART-
TIME SALARY SCHEDULE TO ADD THE CLASSIFICATIONS OF
LAW FELLOW, STAFF COUNSEL, AND SPECIAL COUNSEL FOR
THE CITY ATTORNEY'S OFFICE; AND THE ALAMEDA CITY
EMPLOYEES ASSOCIATION (ACEA) TO ADJUST THE SALARY
RANGE FOR SENIOR COMBINATION BUILDING INSPECTOR
WHEREAS, The City continually evaluate salaries and job classifications to
ensure they meet the needs of the City and allow the City to recruit and retain the staff
needed to support City operations; and
WHEREAS, The scale of efforts related to planning, meeting, coordinating,
partnering, and managing to achieve the goals outlined in the CARP requires a full-
time day-to-day manager. As such, staff is recommending a new classification with the
title of: Sustainability and Resilience Manager; and
WHEREAS, To support the expansion of the City's parking enforcement
program two new classifications; a Lead Parking Technician and Parking Technician
are recommended; and
WHEREAS, The City Attorney has a need to recruit and hire part-time staff for
short term specialty projects three new classifications including Law Fellow, Staff
Counsel, and Special Counsel are being recommended; and
WHEREAS, The City needs to ensure the ability to recruit and retain staff to
supervisory positions it is recommended to provide a 2.3% equity adjustment to the
Senior Combination Building Inspector in order to eliminate compaction between the
Combination Building Inspector II and the Senior Combination Building Inspector.
NOW, THEREFORE BE IT RESOLVED by the Council of the City of
Alameda that the MCEA, PANS, ACEA and the Part-time Salary Schedules are hereby
amended effective March 15, 2020 to establish the salary rates, ranges, salary steps
and benefits for the classifications of Sustainability and Resilience Manager, Senior
Combination Building Inspector, Law Fellow, Staff Counsel, Special Counsel Lead
Parking Technician and Parking Technician, as shown below, designating these as
applicable to this classification in the service of the City of Alameda.
