ACCEPT $1,003,970 IN CORONAVIRUS RELIEF FUNDS AND
AMEND THE FISCAL YEAR (FY) 2020-21 BUDGET TO INCREASE
REVENUE AND EXPENDITURE APPROPRIATIONS BY $903,970 IN
THE GENERAL FUND AND BY $100,000 IN THE HUMAN SERVICES
FUND IN ORDER TO OFFSET COSTS ASSOCIATED WITH THE
CITY'S RESPONSE TO THE COVID-19 PANDEMIC
WHEREAS, on June 16, 2020, the City Council adopted a budget representing the
financial plan for conducting the affairs of the City of Alameda for the Fiscal Year (FY)
beginning July 1, 2020 and ending June 30, 2021; and
WHEREAS, staff are now proposing to amend the FY 2020-21 budget in order to
accept $1,003,970 in Coronavirus Relief Funds allocated by the State Department of
Finance; and
WHEREAS, staff are proposing to appropriate $250,000 to the General Fund in
order to reimburse the City for a portion of the costs associated with the Small Business
Relief Grant Program approved by the City Council in April 2020; and
WHEREAS, staff are proposing to appropriate $250,000 to the General Fund in
order to reimburse the City for expenses that are not eligible for reimbursement by the
Federal Emergency Management Agency (FEMA) such as expanded family leave,
increased unemployment expenses, and public safety salaries; and
WHEREAS, staff are proposing to appropriate $300,000 to the General Fund
for a second round of Small Business Relief Grants to support retention of Alameda
businesses; and
WHEREAS, staff are proposing to appropriate $103,970 to the General Fund to
be used as a contingency fund to support unbudgeted expenses associated with the
COVID-19 pandemic; and
WHEREAS, staff are proposing to appropriate $100,000 to the Human Services
Fund for homelessness -related services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that said Council approves increasing the FY 2020-21 revenue and expenditure budgets
in the City's General Fund by $903,970; and
BE IT FURTHER RESOLVED by the City Council of the City of Alameda that said
Council approves increasing the FY 2020-21 revenue and expenditure budgets in the City's
Human Services Fund by $100,000 in order to offset costs associated with the City's
response to the COVID-19 pandemic.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 1 st day of September 2020, by the following vote to wit:
