Resolution 15691CITY OF ALAMEDA RESOLUTION NO. 15691 AUTHORIZING THE CITY MANAGER TO ACCEPT UP TO $140,000 IN NATIONAL PARK SERVICE JAPANESE AMERICAN CONFINEMENT SITES GRANT PROGRAM FUNDS WHEREAS, the Alameda Free Library (City of Alameda) has applied for a grant from the National Park Service Japanese American Confinement Sites Grant Program; and, WHEREAS, the Alameda Free Library proposes to gather materials currently maintained by members of the Buddhist Temple of Alameda and Buena Vista United Methodist Church to document, catalogue, digitize and preserve the World War II evacuation and incarceration experiences of Japanese American residents of Alameda, California, the first California community to be forcibly removed under Executive Order 9066;and WHEREAS, this project will catalog, digitize and archive materials into several repositories: the Alameda Free Library, Densho, and the Internet Archive, to ensure the best possible chance of long term access and preservation; and WHEREAS, this project creates a model for a community-wide, multi-generational collaboration to document this crucial period of Alameda's local and national history; expanding the multi-cultural collections of the Alameda Free Library and provide the community with a fuller picture of their history, weaving the stories of marginalized communities into the dominant narrative; and WHEREAS, the Library's grant application was successful and the Library was awarded $140,000 in grant funds from the National Park Service Japanese American Confinement Sites Grant Program; and WHEREAS, the grant requires a $77,700 match of grant funds, which includes in- kind services from the Library and partnering agencies. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Alameda ("Applicant") hereby authorizes and directs the City Manager to accept the NPS JAGS grant funds; and BE IT FURTHER RESOLVED, that, the Applicant shall be subject to the terms and conditions as specified in the NPS JAGS grant, and the federal Grant & Cooperative Agreement provided by the Department after approval. The Application and any and all accompanying documents are incorporated in full as part of the Grant & Cooperative Agreement. Any and all activities funded, information provided, and timelines represented in the Application will be enforceable through the fully executed Grant & Cooperative Agreement. Pursuant to the NPS JAGS grant and in conjunction with the terms of the· Grant & Cooperative Agreement, the Applicant hereby agrees to use the funds for eligible uses and allowable expenditures in the manner presented and specifically identified in the approved Application. ****** I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a continued regular meeting assembled on the 15th day of September 2020, by the following vote to wit: AYES: Councilmembers Daysog, Knox White, Oddie, Vella and Mayor Ezzy Ashcraft-5.
