AUTHORIZING THE CITY MANAGER, RETROACTIVELY, TO APPLY
FOR AND RECEIVE UP TO $292,000 IN GRANT FUNDS FROM THE
ALAMEDA COUNTY TRANSPORTATION COMMISSION'S 2022
COMPREHENSIVE INVESTMENT PLAN TO CONSTRUCT MULTI-
USE PATHWAY CONNECTORS TO CLOSE GAPS IN ACCESSING
THE CROSS ALAMEDA TRAIL IN JEAN SWEENEY OPEN SPACE
PARK; AND ALLOCATING $158,000 IN MATCHING FUNDS, SHOULD
THE GRANT BE AWARDED
WHEREAS, the Alameda County Transportation Commission (Alameda CTC)
issued the 2022 Comprehensive Investment Plan call for projects in December 2020, with
$26.0 million available for bicycle/pedestrian and transit -related improvements within
Alameda County; requiring that project be included in the 2020 Countywide
Transportation Plan project listings; and prioritizing projects that enhance equity, safety
and gap closure; and
WHEREAS, City staff evaluated potential application options to submit based on
the grant criteria, City priorities, available staff time, and local funds available for
matching the grant, and staff brought its recommendations to the January 27, 2021
Transportation Commission meeting, and the Commission supported staff's
recommendation, and
WHEREAS, upon further evaluation, staff prepared and submitted one application
to construct four new multi -use pathway connectors to close gaps in accessing the Cross
Alameda Trail in Jean Sweeney Open Space Park (JSOSP); and
WHEREAS, these connectors were included in the Alameda JSOSP Master Plan,
approved by Council in 2014; and, since the construction of this segment of the Cross
Alameda Trail in 2018, many community members have urged the City to build these
connectors; and these connectors are included in the draft recommendations for the
Active Transportation Plan; and
WHEREAS, the grant program requires a minimum of 25% in local match funding
for capital projects, with higher matching fund percentages scoring additional points, and
City staff proposed $158,000 in local matching funds; and
WHEREAS, on the grant deadline of February 1, 2021, City staff submitted an
application for the connector paths, requesting $292,000 in grant funding, with a project
start date of July 1, 2021 and completion date of August 2022; and
WHEREAS, it is in the City's best interests to partner with local agencies to
maximize its resources and attain mutual goals to reduce greenhouse gas emissions from
the transportation sector.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that:
1. The City Manager is retroactively authorized to apply for and accept up to
$292,000 in grant funds from the Alameda CTC 2022 Comprehensive Investment
Plan, and
2. The City Council hereby allocates $158,000 in matching funds, including $122,500
in local Measure B/BB bicycle/pedestrian funds, $23,000 in Recreation and Parks
Department staff time for project management, and $12,500 committed by Blue
Rise Ventures; and
3. The City Manager or designee is appointed as the City's agent to conduct all
negotiations; execute and submit all documents including, but not limited to
applications, agreements, payment requests, etc. which may be necessary for the
completion of the aforementioned project; and to carry out the project.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 16th day of March 2021 by the following vote to wit:

Vella and Mayor Ezzy Ashcraft — 5.
