TO APPROPRIATE $4,600,000 OF AMERICAN RESCUE PLAN ACT
OF 2021 FUNDS FOR A GUARANTEED BASIC INCOME PILOT
PROGRAM
WHEREAS, the City of Alameda (City) will receive a total of approximately $28.68
million in American Rescue Plan Act of 2021 funding; and
WHEREAS, on June 17, 2021, the City received the first $14,339,954 tranche of
funding; and
WHEREAS, staff is proposing to appropriate an additional $4,600,000 in the
2021 American Rescue Plan project (C99300) for a Guaranteed Basic Income Pilot
Program; and
WHEREAS, the City Council has considered the report and recommendations of
the City Manager on the proposed use of American Rescue Plan Act funding and has
determined that the proposed uses are both fair and appropriate; and
WHEREAS, this budget amendment ensures that the City of Alameda has
exercised prudent judgment in its fiduciary responsibility as guardians of the public tax
dollars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that $4,600,000 be appropriated in the 2021 American Rescue Plan Act project (C99300)
for a Guaranteed Basic Income Pilot Program.
I, the undersigned, herby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular
meeting assembled on the 3rd day of May 2022, by the following vote to wit:

Ashcraft — 3.
NOES: Councilmembers Daysog and Herrera Spencer — 2.
