V NIE-11AS, pursuant to the provisions of Article XIX of the Charter of the
City of Alameda and of Resolution No. 4722, heretofore adopted by this Council, as
General Municipal Election is called and ordered to be held in the City of Alameda,
County of Alameda, State of California, on Tuesday, March 10, 1953; and
WHEREAS) in the of of the Council of said City, public interest de-
mands that the Charter of said City be amended as hereinafter specified and said
council, on its own motion, intends to submit to the qualified electors of said City,
as authorized by Section 8. Article X12 of the Constitution of the State of
California a proposal for amending the Charter of said City;

follows:
That the Coimcil of the City of Alameda, an its own motion, does hereby
submit to the electors of said City, to be voted upon at the General Yunicipal
Election to be held therein on Yarch 10, 1913, a proposal for amending the Charter
of said City of Alameda, which proposal shall be in words and figures as follows,
to -wit:
That subsection (a) of Section 12-2 of Article XII of the Charter of the
City of Alameda be amended to read as follows:
"Sec. 12-2. The Public Utilities Board shall also have the
power, without 2eference to advertisin6 or competitive biddinC:
(a) To contract for the purchase, for not to exceed ten
years, of gas, eiectrical energy or such othor public utility
service or condiaodity necessary for the operation of as public
utility under the control and management of tho Board.''

to cause such p2oposal for amending said Charter to be Dublished once in the Alameda
Times -Star, a daily newspaper of general circulation, published and circulated in
said City, and the official newspaper of said City; that said City Clerk shall cause
copies of said proposal to be printed in convenient pamphlet form, an? in type of
not less than ten point, and shall cause copies thereof to be mailed to each of the
qualified electors of said City, and shall also, until the day fixed for said
election, advertise in the aforesaid newspaper as notice that such copies may be had
at the office of said City Clerk, in the City Hall, upon application therefor, all
in the racinner required by the Constitution of the State of CaliCornia.
