Resolution 04778E Im RESOLUTION NO. 4778 EXPRESSING WILLINGNESS TO DISCUSS A PROGRAM OF MUTUAL COOPERATION BETWEEN THE CITY OF ALAMEDAs THE FEDERAL GOVERNMENT AND OTHER LOCAL AGENCIES WITH RESPECT TO THE CONSTRUCTION OF NEW HIGINIAY BRIDGE ACROSS THE ESTUARY AT FRUITVALE AVENUE WBEREAS, the Fruit-Tiale Avenue highway bridge is totally inadequate for the volume and kind of vehicular traffic passing or attempting to pass over it,, and further, that the bridge constitutes a hazard and restriction to navigation; and WHEREAS, the Cities of Alameda, and Oakland,, the Port of Oakland and the County of Alameda have repeatedly requested the Federal Government to replace the present unsuitable Fruitvale Avenue highway bridge,; and WHEREAS., the ef.Lorts of the local agencies have failed, possibly for the f reason that there was no indication that local participation in the cost would be made available; and WHEREAS, the matter of vehicular transportation between the Cities of Alameda and Oakland at this point and the matter of navigation thereunder have become of vital importance to the welfare of citizens of the City of Alameda; and WHEREAS, the Federal Government has recently construgted a separate railway bridge for the Southern Pacific Company at Fruitvale Avenue and the City C) 'V of Alameda, the City of Oakland and the County of Alameda have been advised by their legal° advisors that they cannot legally assume the costs of operation and maintenance of the railway bridge for the Southern Pacific Company; NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALA METSA : (1) That the City of Alameda joins with the City of Oakland, the Port of Oakland and the County of Alameda in expressing its willingness to discuss a program of mutual cooperation between the Federal Government and the local agencies, based upon the construction by the Federal Government of a modern four -lane highway bridge across the channel. of the Estuary lying between the Cities of Alameda and Oakland in the vicinity of Fruitvale Avenue,, the estimated cost of said bridge being approximately $2,500,000.' the City of Alameda hereby agrees to discuss with the other above-mientioned local agencies the construction of the necessary highway approaches, the cost of such approaches being estimated at from $500,000. to $1.,000,9000. (2) That in consideration of the construction of said highway bridge by the Federal Government, the City of Alameda expresses its willingness to discu,ss and devise a method whereby the operation and maintenance costs of said new Fruitvale Avenue Highway Bridge will be taken care of locally.
