A RESOLUTION DESIGNATING THE NUMBER OF AND
PROVIDING FOR THE COMPENSATION OF' CERTAIN
OFFICERS AND OTHER EMPLOYEES OF THE CITY OP
ALAIMIEDA AND PROVIDING RULES AND RI;GULATIONS
RELATIVE 3-HERET0.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA AS FOLLOWS. -
This Resolution shall be known as the "Salary Resolution for the Fiscal
Year 1953-1954,1f
Section 2
1. The following paragraphs explain all of the rates of compensation
applicable to positions in the service of the City, the setting of whose salaries
and rates of compensation are specifically allocated to the City Council, by the
City Charter.
Paragraph 2.
1. The following salary schedule inclu,des a 2.2% cost -of -living general
adjustment as well as certain individual adjustments to rn.,aintain rates of compensation
more nearly comparable to those being paid by surrounding Bay Area co unities for
comparable types of work.
2. All employees in the five-step plan will, on the effective date of
this resolution, receive the salary which corresponds in the new salary schedule
to the grade and step which they would have occupied on the effective date under
the old schedule.
3. Incumbents of' re allocated. Positions. In those cases where certain
classes have been abolished and the positions have been allocated to new or other
existing classifications, the incumbents of such re -allocated positions shall be
placed at the same relative step in the salary range for the new class as they
occupied in their fo-rmer classification.
)i. Except as herein otherwise provided, persons in Positfons bearing

flat rates f compensation shall be paid the designated flat rate du" -ring t1 fiscal
year 1953-1954.
5. The salary for Police Officer and Fire Fighter is hereby, revised
from five Steps to three steps. The salary step to which an incumbent shall be
allocated will be determined as fol.lows:
ae, Step one. All employees with less than one year of service,
b® Step two. All employees with more than one but less than two
years of service.
Ca Step three, All employees who have completed two or core years
of service.
6. Appointments and salaries. Original appointments to a position shall

be made at tl�ie minimum step designated for that particular class of positions. An
employee may be appointed to other than the minimum step upon the recommendation
of the City Manager, City Librarian, and General Manager of the Public Utilities in
those cases in which an individual may be entitled to a rate above the ninim=
because of his ability and experience or in those cases in which it is impossible
to obtain qualified individuais for the position at the minimum rate.
7. Full -Time Employment. The salary rates as specified in the Cam-pensa-
tion Plan shall. be considered gross compensation for full-time employment and'are
exclusive of vacation, holiday, sick, or other leave with pay.
8. Part -Time Employment. Those employees appointed on a eart-time basis
shall be paid in proportlion' to the time worke�i. When it is necessary to compensate
for service on a daily basis, or to compute partial earnings, the daily rate of pay
shall be deterziiined by dividing the monthly rate by the total number of days in the
month involved,
9. Salary Advancement. Salary advancement for classes in the step plan
shall be Tuade subject to the following provisionse.
a. Appointment to a posit -non will normally be at the first step in the
salary range. Advancement to the second step will be made upon the

satisfactory completion of a probationary period. This is six months in
the case of all classifications excepting Police Officers and Fire Fighters.
Such increases will become effective on the first day of the pay period
following six months, of service.
Via. Thereafter, an employee who maintains a satisfactory level of work shall be

advanced automatically, at annual
intervals, to succeeding steps of the

1. Holiday Pay. All City enployees, excluding regular members of the
Fire and Police Departments, who are required to work on any established holiday
shall be paid for the number of hours worked at the rate of one and one-half 'times
the straight time rate based, on their regular monthly salaries. The holiday pay
shall be in addition to the regular salary an employee receives for all. holidays
which fall on a regularly scheduled work day for such employees. In the event an
employee is required to work on a holiday, and this holiday is also beyond his
regular work week, there shall be no pyramiding of holiday pay in addition to over-
time.
2. Holiday Pay for Police and Fire Denartments. All employees of the
Police and. Fire Departirents., excepting the Police' Chief, Fire Chief, clerks,
stenographers, or other civilian employees, shall be paid additional compensation
for holidays at the straight time daily, rate of 1/30 of their regular monthly
salaries. This provision applies to the following holidays.*
New Year's Day Admission Day
Lincoln's Birthday Columbus Day
Washin"ton's Birthday Armistice Day
Memorial Day Thanksgiving Day
Independence Day C,,,hristmas Day
Labor Day
In the event any of the aforementioned holidays shall fall within the vacation
period of said employees, the provision for additional compensation shall not be
applicable.
3. Work Week for Uniformed Personnel of the Fire Department. From and

after a date hereafter to be determined upon by the City Council, sixty-seven and
two tenths (67.2) hours shall constitute a work week for all i)niformed members of,
the Fire Department,, excepting the Chief of the Department, the Officer assigned
to Fire Prevention, the Officer assigned to Civil Defense, and the Training Officer.
1 '. Overtime Payment - Emergency Work. When a City employee, excepting
part-time employees, division or department heads, is required to perform emergency
work in excess of the work hours per day or on his days off, as provided in the
work schedule for his position.*
(1) he shall be allowed such tirrie off from his employment
with pay as is equal to the amount of time worked in excess
of the work hours per day for such classification, or
(2) he shall. be paid for such work on an hourly basis at
a rate of one and one-half tires the rate paid to him for
his services performed. during his normal work hours.
E�. Promotions. A promotion, for salary purposes, may be defined as
appointment to a class with a higher maximum salary than the one previously held®
An employee being promoted from one class to another will be placed in the beginning
step for the new class or the salary step above the one he is currently occupying,
whichever Is higher. Advancement to succeeding steps will be in accordance with
the procedure outlined in Section 2, Paragraph 29 9,, above.
6. All salaries and compensations, as fixed by this Resolution., shall be
payable, in arrears, on the 5th and on the 20th day of each calendar monthsY provided,
than when any such day falls on a legal holiday, payment shall be made on the next
preceding business day.
7. The salaries and rates of compensation as fixed by this Resolution
shall be effective as of and after July 1, 1953.
BE IT FURTHER RESOLVED that -all other resolutions, or parts thereof, in
conflict herewith, are, to the extent to such conflict only, hereby rescinded and
annulled.
