Resolution 04829Q Al RESOLUTION NO. 4829 MEMORIALIZING TEE CALIFORNIA STATE HIGHWAY COMMISSION IN THE MATTER OF INCLUDING WITHIN ITS CONSTRUCTION PROGRAM FOR FISCAL YEAR 1954-1955 A SECOND ESTUARY TUBE CONNECTING THE CITIES OF ALAMEDA AND OAKLAND WHEREAS, Posey Tube, a portion of State Highway Route #226, connecting the Cities of Alameda and Oakland, has, for more than ten years past been recognized as the most heavily traveled and the most congested highway installation in the State of California and the need for a second tube has, during all of said period of time, been deemed to be the most critical deficiency in the entire State Highway System; and WHEREAS, the lack of proper and adequate highway connections between the aforementioned cities has caused and will continue to cause, until the condition is remedied, unbelievable and intolerable inconvenience and economic loss to the residents, the non-resident workers, and the governmental and industrial establish- ments of the City of Alameda; and WHEREAS, the recognition of this critical highway deficiency by the Division of Highways over a period in excess of ten years should, in the judgment of this Council, result in some action by the Division of Highways looking toward a correction of the situation; and W�-.I Assembly Bill #2543, commonly known as the Dolwig Bill, provides for the construction of a second estuary tube in the approaches to the Southern Crossing between San Francisco and the East Bay area, but there would be a great delay before financing from such source could be accomplished; and WHEREAS, funds for the construction of a second estuary tube cannot, within any reasonable period of time, be secured from any souTce other than the State Highway Construction Fund; and WEEREAS, it may be possible that reimbursement of funds secured for said purpose from the State Highway Construction Fund could be made to said Fund from moneys received through tolls of the Bay Crossings; and 1;k -HER AS, the State Chamber of Commerce and the Alameda County Highway Advisory Committee (this committee recommends to the State Highway Commission annually the projects within the County of Alameda which should be given priority) have agreed and recommended to the State Highway Commission that the construction of a second estuary tube connecting the Cities of Alameda and Oakland be given top priority for the fiscal year 1954-055; NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that the California State Highway Commission be, and it is hereby, respectfully urged and requested to iiarediately find and determine that a second tube under the estuary between the Cities of Alameda and Oakland is necessary and essential to correct a glaring deficiency in the State Highway System and solve a traffic con- gestion problem which is in dire need of solution; and BE IT r'URTHER RESOLVED that the State Highway Commission be, and it is hereby urged an? requested, by reason of the urgent need and necessity for the aforesaid highway facility, to include the construction of said second tube In its Construction Program for the fiscal year 1954-1955; and B' IT i,TYRTIIER RESOLVED that, should it be possible, reimbursement of funds secured from the State Highway Construction Fund for the construction of said second estuary tube be made to said Pund from moneys received throughtolis of the Day Crossings.
