AUTHORIZING THE INTERIM CITY MANAGER TO EXECUTE ALL
NECESSARY DOCUMENTS WITH THE CALIFORNIA DEPARTMENT
OF TRANSPORTATION (CALTRANS) TO COMPLETE THE
OAKLAND-ALAMEDA ESTUARY ADAPTATION PROJECT FOR
$500,000 TO DEVELOP AN ADAPTATION CONCEPT
WHEREAS, the City of Alameda is eligible to receive Federal or State funding for
certain transportation planning related plans, through the California Department of
Transportation; and
WHEREAS, the City of Alameda submitted a grant application to the California
Department of Transportation (Caltrans) for funds from the Sustainable Transportation
Planning grant program; and
WHEREAS, the Oakland -Alameda Estuary Adaptation Project will develop a
holistic adaptation concept for the estuary that works for both Oakland and Alameda, and
seeks input and active participation from community-based organizations to ensure the
concept is responsive to community needs; and
WHEREAS, the project will allow the cities to prepare a sea level rise strategy for
the estuary as part of a regional strategy to address rising water levels in the San
Francisco Bay, and to coordinate with broader climate adaptation efforts; and
WHEREAS, a Restricted Grant Agreement is needed to be executed with the
California Department of Transportation before such funds can be claimed through the
Transportation Planning Grant Programs; and
WHEREAS, the City of Alameda wishes to delegate authorization to execute these
agreements and any amendments thereto.
NOW, THEREFORE, BE IT RESOLVED, by the Alameda City Council that the
Interim City Manager is authorized to execute all necessary documents including the
Restricted Grant Agreements and any amendments thereto with the California
Department of Transportation; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution and its
attachments, and any accompanying supporting materials shall be forwarded to the
California Department of Transportation.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 21St day of June 2022, by the following vote to wit:
