AMENDING THE FISCAL YEAR 2022-23 BUDGET AUTHORIZING AN
APPROPRIATION OF $7,500,000 UNASSIGNED RESIDUAL
GENERAL FUND BALANCE TO CAPITAL IMPROVEMENT PROJECT
C55800 (EMMA HOOD POOL REPAIRS), AND INCREASING
AUTHORIZED EXPENDITURES IN SAID PROJECT BY $7,500,000
WHEREAS, on June 21, 2022, the City Council did adopt a budget representing
the financial plan for conducting the affairs of the City of Alameda for the Fiscal Year (FY)
beginning July 1, 2022 and ending June 30, 2023; and
WHEREAS, the Alameda County Department of Environmental Health determined
that the Emma Hood Swim Center at Alameda High School is to be closed in December
2023 unless significant improvements are constructed to bring the facility up to current
code requirements; and
WHEREAS, the Alameda Unified School District (AUSD) successfully passed a
bond measure in June 2022 that includes funding up to 50% of the cost to rebuild the
Emma Hood Swim Center with a public or private partner to fund the remaining 50% for
a total project cost not to exceed $15,000,000; and
WHEREAS, as reflected in the City of Alameda's Annual Comprehensive Financial
Report for FY 2020-21, the City of Alameda had $39,398,538 of Residual General Fund
Balance available, and
WHEREAS, on June 21, 2022, the City Council directed staff to set aside for up to
$7,500,000 of Unassigned Residual General Fund Balance to fund the remaining 50% of
the construction costs to rebuild the Emma Hood Swim Center; and
WHEREAS, as of June 30, 2021, as reflected in the City of Alameda's Annual
Comprehensive Financial Report, the City of Alameda had $39,398,538 of Residual
General Fund Balance available, and
WHEREAS, the Joint Use Agreement with AUSD for operation and
maintenance of the AUSD swimming pools includes an Addendum regarding the
Renovation of the Emma Hood Swim Center that stipulates AUSD shall bill the City for
$2,500,000 each time the project reaches $5,000,000 in expenditures for a total of up to
three reimbursements not to exceed $7,500,000; and
WHEREAS, the Joint Use Agreement Addendum provides that the City and AUSD
will enter into a new Joint Use Agreement regarding the uses and scheduling of the Emma
Hood Swim Center facility once constructed, however all terms of the Joint Use
Agreement remain in effect through the term ending June 30, 2027 until a new Agreement
is adopted; and
WHEREAS, staff is proposing that the Capital Improvement Project Fund C55800
(Emma Hood Pool Repairs) be increased by $7,500,000 for FY 2022-23 and is
appropriated from Unassigned Residual General Fund balance; and
WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, this budget ensures that the City of Alameda has exercised prudent
judgment in its fiduciary responsibility as guardian of the public tax dollars.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Alameda
amends the Fiscal Year 2022-23 Budget, authorizing an appropriation of $7,500,000 from
Unassigned Residual General Fund balance to Capital Improvement Project C55880
(Emma Hood Pool Repairs), and increasing authorized expenditures in said project by
$7,500,000.
