AMENDING THE FISCAL YEAR 2022-23 PARKING ENFORCEMENT
OPERATING BUDGET TO INCREASE REVENUE IN THE AMOUNT
OF $105,672 AND INCREASE EXPENDITURES IN THE AMOUNT OF
$105,672
WHEREAS, on June 21, 2022, the City Council adopted a Mid -Cycle Budget
Update representing the financial plan for conducting the affairs of the City of Alameda
for the Fiscal Year beginning July 1, 2022 and ending June 30, 2023; and
WHEREAS, the City manages on -street parking and curb space, three surface lots
in commercial areas, surface Tots at three ferry terminals, and the Civic Center Parking
Structure; and
WHEREAS, parking management, including paid parking, parking time limits, and
parking enforcement can be used to influence transportation mode choice, reduce
greenhouse gas (GHG) emissions, reduce automobile congestion, and optimize the use
of shared parking supply; and
WHEREAS, the City uses Turbo Data Systems, Incorporated (TDS) for parking
citation processing and collections; and
WHEREAS, under the previous TDS contract, citation processing fees were
deducted from the collected revenue before posting to the City and under the new TDS
contract, citation processing fees will be directly billed to the City, revenue and
expenditure adjustments in the budget are required; and
WHEREAS, staff is proposing that the Parking Enforcement Division Budget within
the Parking Fund (265) be adjusted for FY 2022-23 as follows:

WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and

WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, this budget ensures that the City of Alameda has exercised prudent
judgment in its fiduciary responsibility as guardian of the public tax dollars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that the budget amendments to the Fiscal Year 2022-23 Budget in the Parking Fund (265)
is approved, by increasing revenue allocation by $105,672 and increasing expenditure
allocation by $105,672.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 18th day of October 2022, by the following vote to wit:
AYES: Councilmembers Daysog, Herrera Spencer, Knox White,
Vella and Mayor Ezzy Ashcraft — 5.
