AMENDING THE PERMANENT LOCAL HOUSING ALLOCATION
(PLHA) FIVE YEAR PLAN GRANT BUDGET (G24010) TO INCREASE
2020 ALLOCATION REVENUES AND EXPENDITURES IN THE
AMOUNT OF $309,728 AND TO INCREASE 2021 ALLOCATION
REVENUES AND EXPENDITURES IN THE AMOUNT OF $396,985
WHEREAS, the State of California (State) Department of Housing and Community
Development (HCD) is authorized to provide up to $335 million under the Senate Bill 2
(SB 2) Permanent Local Housing Allocation (PLHA) program Formula Component from
the Building Homes and Jobs Trust Fund for assistance to Cities and Counties (as
described in Health and Safety Code section 50470 et seq. (Chapter 364, Statutes of
2017 (SB 2)); and
WHEREAS, HCD issued a Notice of Funding Availability (NOFA) dated August
17, 2022 under the PLHA program; and
WHEREAS, the City of Alameda ("City") is an eligible Local government that has
applied for program funds to administer one or more eligible activities, or a Local or
Regional Housing Trust Fund to whom an eligible Local government delegated its PLHA
formula allocation; and
WHEREAS, HCD may approve funding allocations for the PLHA program, subject
to the terms and conditions of the PLHA Guidelines (Guidelines), NOFA, program
requirements, the PLHA Standard Agreement, and other contracts between HCD and
PLHA grant recipients; and
WHEREAS, City staff anticipate HCD approval of an increase to the allocation of
PLHA funds to the City of Alameda, increasing the expected 2020 allocation from
$558,765 to $868,493 resulting in an increase in funding of $309,728 and increasing the
expected 2021 allocation from $558,765 to $955,750, resulting in an increase in funding
of $396,985; and
WHEREAS, the City hereby agrees to use the PLHA funds for eligible activities as
approved by the Department and in accordance with all Program requirements,
Guidelines, other rules and laws, as well as in a manner consistent and in compliance
with the Standard Agreement and other contracts between the City and HCD; and
WHEREAS, if the City receives a grant of PLHA funds from HCD pursuant to the
above referenced PLHA NOFA, it represents and certifies that it will use all such funds
in a manner consistent and in compliance with all applicable state and federal statutes,
rules, regulations, and laws, including without limitation all rules and laws regarding the
PLHA program, as well as any and all contracts the City may have with the Department;
and
WHEREAS, Dignity Village will provide 47 units of interim supportive housing and
is need of additional funding to resolve a funding gap; and
WHEREAS, City staff recommend allocating increased funding from PLHA to
Dignity Village; and
WHEREAS, staff is proposing that the PLHA Five Year Plan Grant (G24010)
budget in the Grants Fund (222) be adjusted as follows:

WHEREAS, the City Council has considered the report and recommendations of
the City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, this budget ensures that the City of Alameda has exercised prudent
judgment in its fiduciary responsibility as guardian of the public tax dollars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that the budget amendments to the PLHA Five Year Plan is approved, by increasing
revenues and expenditures associated with the 2020 allocation by $309,728 and by
increasing revenues and expenditures associated with the 2021 allocation by $396,985.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 18th day of October 2022, by the following vote to wit:
