Resolution 15992CITY OF ALAMEDA RESOLUTION NO. 15992 AUTHORIZING THE INTERIM CITY MANAGER, OR DESIGNEE, TO ACCEPT AND APPROPRIATE HOME INVESTMENT PARTNERSHIPS AMERICAN RESCUE PROGRAM FUNDS IN THE AMOUNT OF $2,350,000; AND AMENDING THE HOME FUND (201) BUDGET TO INCREASE 2022 ALLOCATION OF REVENUES AND EXPENDITURES IN THE AMOUNT OF $2,350,000 WHEREAS, the City of Alameda is one of eight members of the Alameda HOME Consortium and members of this group receive and share an allocation of HOME Investment Partnerships Program funding from the U.S. Department of Housing and Urban Development (HUD); and WHEREAS, on June 29, 2021, the City entered into an agreement with Alameda County for the period of July 1, 2021 to June 30, 2025 for a maximum amount of HOME funds of $322,729.93, which includes $304,662.14 to be used for projects consistent with HOME objectives; and WHEREAS, on October 28, 2021 City staff submitted an application to receive Alameda County HOME American Rescue Program (HOME -ARP) funding and this application received a conditional approval of $2,350,000 contingent on the award of State funding from Homekey Round 2; and WHEREAS, the City of Alameda received a Homekey Round 2 award, allowing it to qualify for Alameda County HOME -ARP funding; and WHEREAS, Alameda County and the City of Alameda desire to amend their June 29, 2021 HOME agreement to extend the term through June 30, 2028, increase the total grant budget by $2,350,000 and designate the Dignity Village project as the beneficiary of $2,654,662.14 of HOME funds, which are to be used for a capitalized operating reserve account to support the ongoing operations and to ensure the project's financial viability for the initial five years of project operations; and WHEREAS, staff is proposing that the HOME project budget be amended as follows: Allocation Year Original HOME budget Amended HOME budget Increase in Allocation Increase in Net (Revenue , Programmatic Less Commitments Ex•enditure 2022 $500,000 and WHEREAS, the City Council has considered the report and recommendations of the Interim City Manager on the budget amendments and has determined that the budget amendments are both fair and appropriate; and $2,850,000 $2,350,000 A$2,350,000) $0 WHEREAS, this budget ensures that the City of Alameda has exercised prudent judgment in its fiduciary responsibility as guardian of the public tax dollars. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that the budget amendments to the HOME budget is approved, by increasing the revenue allocation by $2,350,000 and increasing the expenditure allocation by $2,350,000.
