AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO
NEGOTIATE AND EXECUTE AN AGREEMENT WITH ALAMEDA
COUNTY TO ACCEPT $60,000 IN GRANT FUNDING FOR
WINTER WARMING SERVICES; AND INCREASING REVENUE
AND EXPENDITURE APPROPRIATIONS IN THE
HOMELESSNESS PROGRAM BY $60,000
WHEREAS, on June 21, 2022, the City Council adopted a budget representing
the financial plan for conducting the affairs of the City of Alameda (City) for the Fiscal
Year beginning July 1, 2022 and ending June 30, 2023; and
WHEREAS, Alameda County (County) is proposing to provide a $60,000 grant
in support of Winter Warming Services within the City; and
WHEREAS, staff are proposing that General Fund expenditure appropriations
be increased by $60,000 to reflect the County grant funds in order to provide additional
funding for Homeless Programs (10061833) activities related to the Winter Warming
Services; and
WHEREAS, the proposed budget amendment would be pending execution of
the related grant agreement with the County; and
WHEREAS, the City Council has considered the report and recommendations
on the proposed use of Homeless Emergency Aid Program funding and has
determined that the proposed uses are both fair and appropriate; and
WHEREAS, this budget amendment ensures that the City has exercised
prudent judgment in its fiduciary responsibility as guardians of the public tax dollars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Alameda that the City Manager, or designee, is authorized to negotiate and execute
an agreement with Alameda County to accept $60,000 in grant funding for the Winter
Warming Services Program; and
BE IT FURTHER RESOLVED by the City Council of the City of Alameda that the
budget amendment to the City's General Fund Fiscal Year 2022-23 budget is approved
to increase expenditure appropriations by $60,000 in order to provide additional funding
for Homeless Program activities related to the Winter Warming Services, pending
execution of the related grant agreement with Alameda County.

meeting assembled on the 15th day of November 2022, by the following vote to wit:
