APPROVING PARTICIPATION IN CALIFORNIA'S CLEAN FUEL
REWARD PROGRAM AND DELEGATING AUTHORITY TO THE
GENERAL MANAGER TO EXECUTE THE PARTICIPATING
ELECTRIC DISTRIBUTION UTILITY JOINDER AGREEMENT TO
THE CLEAN FUEL REWARD PROGRAM GOVERNANCE
AGREEMENT
WHEREAS, on January 22, 2019, the Public Utilities Board accepted by motion
Alameda Municipal Power's (AMP) five-year Strategic Plan for fiscal years 2020-2025
which includes the strategy, "AMP will support opportunities in the electrification of the
transportation system and buildings to reduce greenhouse gas (GHG) emissions; and
WHEREAS, in 2019, the California Air Resources Board instituted the Clean Fuel
Reward (CFR) program as a new statewide point-of-purchase cash rebate program at
participating automobile dealerships, under the state's Low Carbon Fuel Standard
(LCFS) regulation; and
WHEREAS, on November 14, 2022, the Public Utilities Board (Board) adopted
Resolution No. 5205 recommending that the City Council approve participation in
California's Clean Fuel Reward Program and delegate authority to the General Manager
to execute the Participating Electric Distribution Utility Joinder Agreement to the Clean
Fuel Reward Program Governance Agreement; and
WHEREAS, the LCFS regulation requires small Electric Distribution Utilities
(EDU) such as AMP, which receive base credits through the LCFS program, to contribute
2 percent of sales proceeds to the CFR program beginning in 2023; and
WHEREAS, participating EDUs collaboratively developed the CFR Program
Governance Agreement to fund and administer the electric vehicle (EV) rebate program,
and the California Public Utilities Commission approved the agreement in January 2020;
and
WHEREAS, participating in the LCFS program has been beneficial to AMP's
constituents by garnering multiple millions of dollars in funding to facilitate transportation
electrification in the City of Alameda, and participating in the CFR program will meet the
needs of the community by seamlessly reducing the purchase price of EVs at the point-
of-purchase; and
WHEREAS, AMP's cost of participating in the CFR program requires a one-time
initial contribution of $184,822 and an estimated annual contribution at $16,000—$22,000
between 2023-2025, and will be funded by LCFS base credit sales proceeds, with no
ratepayer impacts.
NOW, THEREFORE, BE IT RESOLVED that the City Council approves
participation in California's Clean Fuel Reward Program; and
BE IT FURTHER RESOLVED, the City Council delegates authority to the AMP
General Manager to execute the Participating Electric Distribution Utility Joinder
Agreement to the Clean Fuel Reward Program Governance Agreement.

meeting assembled on the 6th day of December 2022, by the following vote to wit:
