AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO APPLY
FOR, AND EXECUTE AN AGREEMENT AND RELATED
DOCUMENTS FOR, AND ACCEPT A $500,000 GRANT FROM THE
U.S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
(HUD) FOR THE DIGNITY VILLAGE PROJECT; AND INCREASING
REVENUE AND EXPENDITURE APPROPRIATIONS IN THE GRANTS
FUND BY $500,000
WHEREAS, on June 21, 2022, the City Council adopted a budget representing the
financial plan for conducting the affairs of the City of Alameda for the Fiscal Year
beginning July 1, 2022 and ending June 30, 2023; and
WHEREAS, by and through the Office of Economic Development Congressional
Grants Division, the City of Alameda has received a Letter of Invitation to prepare
administrative forms to commence the preparation and execution of the grant agreement
in the amount not to exceed $500,000; and
WHEREAS, staff is proposing to appropriate $500,000 of funding from the U.S.
Department of Housing and Urban Development, pending execution of a grant
agreement, to increase the revenue and expenditure budget for the Dignity Village
supportive homeless housing project located at 2350 5th Street, Alameda, California; and
WHEREAS, staff is proposing to release $500,000 of General Fund funding
previously allocated to the Dignity Village supportive homeless housing project by City
Council; and
WHEREAS, the City Council has considered the report and recommendations on
the proposed use of the grant funding and has determined that the proposed use is both
fair and appropriate; and
WHEREAS, this budget amendment ensures that the City of Alameda has
exercised prudent judgment in its fiduciary responsibility as guardians of the public tax
dollars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that the City Manager, or designee, is hereby authorized to apply for, execute an
agreement and related documents for, and accept a $500,000 grant from the U.S.
Department of Housing and Urban Development for the Dignity Village Project located at
2350 5th Street; and
BE IT FURTHER RESOLVED by the City Council of the City of Alameda that
$500,000 is to be appropriated, pending execution of the grant agreement, in the Grants
Fund (222) for the Dignity Village Project.
