AUTHORIZING THE CITY MANAGER OR DESIGNEE TO ENTER
INTO A SPECIAL USE AGREEMENT WITH THE EAST BAY
REGIONAL PARK DISTRICT FOR THE CITY OF ALAMEDA TO
OPERATE A DOG PARK AT ROBERT CROWN MEMORIAL STATE
BEACH
WHEREAS, since 2000, the City has operated and maintained the facility known
as the Washington Park Dog Park (Dog Park) under a Special Use Agreement with the
East Bay Regional Park District (EBRPD); and
WHEREAS, the EBRPD operates and maintains the Robert Crown Memorial State
Beach, which is owned by the State of California; and
WHEREAS, the Recreation and Parks Department has successfully operated and
maintained the Dog Park and the facility is heavily utilized by the community; and
WHEREAS, on August 23, 2022, the EBRPD Board of Directors adopted a
resolution authorizing entering into the Special Use Agreement with the City for the dog
exercise area at Crown Beach; and
WHEREAS, the Special Use Agreement terms are favorable to the City, requiring
no fees to EBRPD, and allow the City to continue to provide this popular public amenity.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
the City Manager or designee is authorized to enter into a Special Use Agreement with
the East Bay Regional Park District for the City of Alameda to operate a dog park at
Robert Crown Memorial State Beach.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 3rd day of January 2023, by the following vote to wit:
AYES: Councilmembers Daysog, Herrera Spencer, Jensen, Vella
and Mayor Ezzy Ashcraft — 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
