Mayor Ezzy Ashcraft convened the meeting at 5:07 p.m.
Roll Call – Present: Councilmembers Daysog, Herrera Spencer, Jensen, Vella and
Mayor Ezzy Ashcraft – 5. [Note: Councilmember Vella was
present via Zoom. Councilmember Jensen arrived at 5:20 p.m.]
Absent: None.
Consent Calendar
Councilmember Herrera Spencer requested all three items be pulled for discussion.
(23-146) Recommendation to Approve Jennifer Ott, City Manager, Lisa Maxwell, Community
Development Director, Andrew Thomas, Planning Building & Transportation Director, Scott
Watson, Base Reuse Manager, and Len Aslanian, Assistant City Attorney, as Real Property
Negotiators for the Site A Development Project located at 171 West Atlantic Avenue bounded
by West Tower Avenue to the North, Pan Am Way to the West, Atlantic Ave to the South and
Main Street to the East.
Councilmember Herrera Spencer stated all three items did not include a negotiator from the City
Attorney’s office; expressed appreciation for adding them.
Vice Mayor Daysog moved approval of the staff recommendation for all three items.
Councilmember Herrera Spencer seconded the motion, which carried by the following roll call
vote: Councilmembers Daysog: Aye; Herrera Spencer: Aye; Vella: Aye; and Mayor Ezzy
Ashcraft: Aye. Ayes: 4. [Absent: Councilmember Jensen – 1.]
(23-147) Recommendation to Approve Jennifer Ott, City Manager, Lisa Maxwell, Community
Development Director, Andrew Thomas, Planning Building & Transportation Director, Scott
Watson, Base Reuse Manager, and Len Aslanian, Assistant City Attorney, as Real Property
Negotiators for the West Midway Market-Rate Development Project bounded by West Midway
Avenue to the North, West Tower Avenue to the South, Main Street to the East and Pan Am
Way to the West.
All three Consent Calendar items were addressed under the first item [paragraph no. 23-146].
(23-148) Recommendation to Approve Jennifer Ott, City Manager, Lisa Maxwell, Community
Development Director, Andrew Thomas, Planning Building & Transportation Director, Scott
Watson, Base Reuse Manager, and Len Aslanian, Assistant City Attorney, as Real Property
Negotiators for the West Midway RESHAP Development Project bounded by West Midway
Avenue to the North, West Tower Avenue to the South, Main Street to the East and Pan Am
Way to the West.
All three Consent Calendar items were addressed under the first item [paragraph no. 23-146].

Pursuant to Government Code Section 54956.9, Subsection (d)(2); Number of Cases: One (As
Defendant – City Exposure to Legal Action), City of Alameda Claim Number: GH004333;
Plaintiffs: Daren Chan and Jennifer Chan on Behalf of Wilma Chan.
Following the Closed Session, the meeting was reconvened and the City Clerk announced that
regarding the West Midway Affordable Housing Development Project, staff provided information
and Council provided direction by the following roll call vote: Councilmembers Daysog: Aye;
Herrera Spencer: No; Jensen: Aye; Vella: Aye; and Mayor Ezzy Ashcraft: Aye; Ayes: 4, Noes: 1;
regarding the West Midway Market-Rate Development Project, staff provided information and
