MINUTES OF THE SPECIAL CITY COUNCIL MEETING
MONDAY- -APRIL 24, 2023- -5:00 P.M.
Mayor Ezzy Ashcraft convened the meeting at 5:07 p.m.
ROLL CALL - Present: Councilmembers Daysog, Herrera Spencer, Jensen, Vella,
and Mayor Ezzy Ashcraft – 5. [Note: Councilmember Vella
arrived at 5:36 p.m.]
Absent: None.
PUBLIC COMMENT
(22-237) Stephen McHale, Christ Episcopal Church, discussed the warming shelter operations
and needs.
(22-238) Evan Shwartz, Support for Alameda Island Living, discussed down payment
assistance programs; urged Council to consider a program in Alameda.
(22-239) Marilyn Rothman, Alameda, discussed housing needs.
(22- 240) John Brennan, Christ Episcopal Church, discussed the warming shelter operations
and needs.
(22-241) Is Sullivan, Alameda, discussed budget suggestions being proposed by Transform
Alameda.
(22-242) Savanna Cheer, Alameda, discussed the vision for Alameda.
(22-243) James Cummons expressed support for library and recreation programs and concern
about the City’s prosecution; discussed ferries.
(22-244) Jackie Zipkin, Transform Alameda, discussed a Transform Alameda survey.
(22-245) Ruth Abbe, Community Action for a Sustainable Alameda, expressed support for
climate projects being a priority; discussed grants; urged staffing be increased.
(22-246) Karen Miller, Alameda, expressed concern about public participation; discussed the
Grand Street bike lane project.
WORKSHOP
(23-247) Workshop to Develop a City of Alameda Strategic Plan
Cristelle Blackford, CivicMakers, gave a Power Point presentation facilitating the workshop and
Council provided input.
The draft vision and 5 priorities were reviewed.

The project lists for: Enhance Community Safety and Services and Build Resilience to Climate
Change and Water Level Rise were reviewed, discussed and Council did dot voting.

Councilmember Vella left the meeting at 6:39 p.m. and returned at 6:52 p.m.

A recess was called at 7:03 p.m. and the meeting was reconvened at 7:12 p.m.

Ms. Blackford continued the presentation facilitating the workshop with Council providing input.
The project lists for: Invest in Transportation and Infrastructure and House All Alamedans,
Practice Fiscally Responsive and Inclusive Governance were reviewed, discussed and Council
did dot voting.
Ms. Blackford wrapped up and completed the presentation.
The City Manager made brief comments.
ADJOURNMENT
There being no further business, Mayor Ezzy Ashcraft adjourned the meeting at 8:04 p.m.
