MINUTES OF THE SPECIAL CITY COUNCIL MEETING
THURSDAY- -MAY 4, 2023- -6:00 P.M.
Mayor Ezzy Ashcraft convened the meeting at 6:03 p.m. Councilmember Jensen led the
Pledge of Allegiance.
ROLL CALL - Present: Councilmembers Daysog, Herrera Spencer, Jensen, Vella,
and Mayor Ezzy Ashcraft – 5. [Note: Councilmember Vella
arrived at 7:04 p.m.]
Absent: None.
ORAL COMMUNICATIONS
None.
WORKSHOP
(23-284) Workshop to Provide Direction on Fiscal Years 2023-24 and 2024-25 Operating
Budget to Be Incorporated into Budget Adoption Hearing Materials for City Council
Consideration in June 2023.
The Finance Director started the Power Point presentation and the City Clerk, City Attorney,
Human Resources Director, Finance Director, Assistant City Manager, Community
Development Director, Supervising Librarian, Acting Recreation and Park Director, City Planner,
Information Technology Director, Police Chief, Fire Chief and Public Works Director presented
slides and responded to Council questions.

Mayor Ezzy Ashcraft called a recess at 9:18 p.m. and reconvened the meeting at 9:30 p.m.

Urged Council to support Library request for a new position to enhance customer service and
programs: Karen Butter, Friends of the Alameda Free Library.
Urged Council to consider the Association’s funding request: Linda Asbury, Webster Street
Business Association (WABA).
Urged Council to consider the Association’s funding request: Kathy Weber, Downtown Alameda
Business Association.
Expressed support for the Alameda Point marketing program; stated more resources are
needed for the West End: Estela Villagrana.
Expressed support for updating the Climate Action and Resiliency Plan (CARP) and discussed
grants: Ruth Abbe, Community Action for a Sustainable Alameda.
Discussed Alameda Point signage; expressed support for funding for WABA, the West End and
Spirits Alley: Tod Hickman.

The City Council asked further questions and discussed departmental budges, including parks,
signage, library services and business district requests.
The City Manager summarized the direction.
The City Council further discussed the business districts and library services.
(23-285) Workshop to Provide Direction on Fiscal Years 2023-24 and 2024-25 Capital
Improvement Program (CIP) Budget.
The Public W orks Director and Deputy Public Works Director gave a Power Point presentation.
Council discussed the CIP budget proposals, including pot holes, Veterans Building, space
assessment and the Carnegie Building, and possible funding for Bohol Circle; requested
information on mapping, key cards and phasing sewer work.
ADJOURNMENT
There being no further business, Mayor Ezzy Ashcraft adjourned the meeting at 11:30 p.m.
