AMENDING THE FLEET REPLACEMENT FUND (601) BUDGET TO
REDUCE EXPENDITURE BUDGET FOR FISCAL YEAR 2024-25 BY
$1,522,500 AND INCREASE EXPENDITURE BUDGET FOR FISCAL
YEAR 2023-24 BY $1,002,000 TO PURCHASE TWO FIRE
APPARATUS ENGINES
WHEREAS, two fire apparatus engines are at or approaching their frontline service
life expectancy, per Administrative Instruction 48, the City's Vehicle Replacement Policy;
and
WHEREAS, production lead times for new fire engines are up to 48 months; and
WHEREAS, Resolution 16060, which adopted the operating and capital budget for
Fiscal Years 2023-24 and 2024-25, authorized the City Manager or their designee to
carryover into Fiscal Year 2023-24 the remaining General Fund expenditure budget from
Fiscal Year 2022-23 at year-end, up to a not-to-exceed amount of $3,000,000, for the
purchase of police radios and a fire engine; and
WHEREAS, $1,155,064 has accrued in the Fleet Replacement Fund to purchase
replacement fire engines for the two fire apparatus engines at or approaching their
frontline service life expectancy; and
WHEREAS, the Fiscal Year 2023-2025 expenditure budget assumed the purchase
of one replacement fire engine in Fiscal Year 2023-24 and one in Fiscal Year 2024-25;
and
WHEREAS, the adopted Fiscal Year 2023-24 budget included a General Fund
transfer of$862,468 for the replacement of one fire engine; and
WHEREAS, $434,989.32 is therefore needed in the carryover funds approved in
Resolution 16060 for executing the purchase of two fire apparatus engines in FY 2023-
24; and
WHEREAS, purchasing both trucks in Fiscal Year 2023-24 will save on the
estimated cost of inflation.
NOW THEREFORE, BE IT RESOLVED that the Finance Director is hereby
authorized to amend the FY 2023-25 Biennial Budget to advance the fire engine purchase
from FY 2024-25 to FY 2023-24 by reducing the Fleet Replacement Fund (601) budget
in FY 2024-25 by $1,522,500 and increasing the budget in FY 2023-24 by $1,002,000.
