AMENDING THE FISCAL YEAR 2023-24 OPERATING BUDGET
APPROPRIATING $10,336 FROM THE INFORMATION
TECHNOLOGY FUND
WHEREAS, on June 20, 2023, City Council approved Resolution No. 16060
adopting the Fiscal Years (FY) 2023-25 Operating and Capital Improvement Budgets;
and
WHEREAS, the City of Alameda (City) is subject to annual financial and
compliance audits performed by licensed certified public accountants and as a product of
this annual audit, the City is required to produce an Annual Comprehensive Financial
Report (ACFR) each fiscal year; and
WHEREAS, the City Charter Article IV, Section 4-2, various financing covenants,
and rules associated with restricted funding sources require the City to publish financial
statements presented in conformance with Generally Accepted Accounting Principles
(GAAP) and to be audited by a firm of licensed certified public accountants, which due to
limited staffing resources has been compiled on behalf of the City by the City's contracted
financial auditors up until this year; and
WHEREAS, to streamline and expedite this process, the Finance Department
brought ACFR creation in-house utilizing Workiva software, and seeks additional support
for training Finance staff in using the new software and support hours from the
implementation consultants; and
WHEREAS, from May - September 2023, Finance staff worked with the
consultants at F.H. Black & Company Incorporated to recreate the City's Fiscal Year
2021-22 ACFR in Workiva, a document of over 200 pages, in preparation for the in-house
creation of the Fiscal Year 2022-23 ACFR using a document "roll-forward" process; and
WHEREAS, staff is requesting a budget appropriation of $10,336 from the
Information Technology Fund (Fund 606) to project C80800 to fund a First Amendment
to the contract with F.H. Black & Company Incorporated for the purchase of AfterCare
and Additional Capstone Training for the ACFR Implementation and Automation Project
(C80800); and
WHEREAS, sufficient funds are available in the Information Technology Fund
(Fund 606) for appropriation to this project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda
amend the Fiscal Year 2023-24 Operating Budget appropriating $10,036 from the
Information Technology Fund (Fund 606) Fund Balance to Project C80800 (Automated
Financial Statement Implementation) increasing total project budget to $85,036.
