AMENDING THE FISCAL YEAR 2023-24 GENERAL FUND BUDGET
TO APPROPRIATE $72,500 FROM GENERAL FUND RESIDUAL
FUND BALANCE TO CONDUCT FRANCHISE FEE COST REVIEW
FOR COLLECTION, TRANSPORTATION, AND PROCESSING OF
SOLID WASTE, RECYCLING AND ORGANIC MATERIALS
WHEREAS, on May 18, 2021, the City Council approved a 12-year Franchise
Agreement (Agreement) with Alameda County Industries (ACI) for the collection,
transportation, and processing of the City's municipal solid waste, recycling, and organic
materials; and
WHEREAS, the Agreement, which became effective July 1, 2021, includes various
fees, including franchise fees, which are paid to the City annually and are adjusted
annually for CPI; and
WHEREAS, Franchise Fees are calculated as 10% of ACI's gross rate revenue
and received as General Fund revenue annually; and
WHEREAS, based on potential changes to franchise fee setting policy at the state
and local level, staff is now proposing moving forward with a franchise fee cost review
and development of an updated franchise fee cost model.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that the proposed amendment to the Fiscal Year 2023-24 General Fund Budget to
appropriate $72,500 from the General Fund Residual fund balance to conduct a franchise
fee cost review is approved.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 5th day of December 2023, by the following vote to wit:
AYES: Councilmembers Daysog, Herrera Spencer, Jensen, Vella
and Mayor Ezzy Ashcraft— 5.
