Resolution 16130 CITY OF ALAMEDA RESOLUTION NO. 16130 AUTHORIZING THE CITY MANAGER TO EXECUTE THE MASTER AGREEMENT FOR STATE-FUNDED PROJECTS, THE PROGRAM SUPPLEMENTAL AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION TO CONSTRUCT THE HIGHWAY SAFETY IMPROVEMENT PROGRAM PEDESTRIAN SAFETY PROJECT FOR $249,076 IN STATE GRANT FUNDS, AND ANY RELATED AGREEMENTS AND AMENDMENTS THERETO; AND AMENDING THE CAPITAL BUDGET IN FISCAL YEAR 2023-24 BY REDUCING REVENUE AND EXPENDITURE APPROPRIATIONS IN CAPITAL IMPROVEMENT PROJECT C62000 BY $175,000; AND INCREASING REVENUE AND EXPENDITURE APPROPRIATIONS FOR CAPITAL IMPROVEMENT PROJECT C13000 BY $175,000 WHEREAS, the City of Alameda ("City") is eligible to receive Federal and State funding for certain Transportation Projects, through the California Department of Transportation ("Caltrans"); and WHEREAS, Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements and Fund Transfer Agreements ("Agreements") need to be executed with Caltrans before such funds can be claimed; and WHEREAS, the City Council intends to delegate authorization to the City Manager to execute the Agreements and any amendments thereto; and WHEREAS, the City submitted a funding application to Caltrans for the Highway Safety Improvement Program ("HSIP") — Pedestrian Safety Project ("Project"); and WHEREAS, the Project will improve pedestrian safety with striping, signage and signal modifications at the following four intersections: 1. Santa Clara Avenue/Grand Street; and 2. Otis Drive/Willow Street; and 3. Otis Drive/Park Street; and 4. Fernside Blvd./San Jose Avenue; and WHEREAS, to construct the Project, additional funds are needed in the Capital Improvement Project C13000 (sub) Traffic Signals and Systems— Pedestrian Safety; and WHEREAS, staff proposes to reallocate $175,000 in Measure BB Local Streets and Roads funding from Capital Improvement Project (CIP) C62000 Safe Routes to School Infrastructure to CIP C13000 (sub). NOW THEREFORE, BE IT FURTHER RESOLVED, that the City Council of the City of Alameda hereby authorizes its City Manager, or designee, to execute the Agreements and any amendments thereto; and BE IT FURTHER RESOLVED, that the City Council of the City of Alameda hereby amends the Capital Budget in FY 2023-24 by reallocating $175,000 from CIP C62000 to CIP C13000 (sub); and BE IT FURTHER RESOLVED, that the City shall provide Caltrans with a fully- executed copy of this Resolution.
