Resolution 16137 CITY OF ALAMEDA RESOLUTION NO. 16137 APPROVING APPLICATION FOR FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) BUILDING RESILIENT INFRASTRUCTURE AND COMMUNITIES (BRIC) GRANT FUNDS TOTALING $55 MILLION INCLUDING MATCHING FUNDS IN THE AMOUNT OF $1,924,248, IF AWARDED WHEREAS, the FEMA BRIC grant program supports states, local communities, tribes and territories as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards; and WHEREAS, the City of Alameda has focused in recent years on implementing the adaptation concepts developed in the Climate Action and Resiliency Plan (CARP) for priority flood locations, including State Route 61 (SR-61)/Doolittle Drive, Veterans Court seawall and the Bay Farm Island Lagoon outfall; and WHEREAS, the City of Alameda has been pursuing a sub-regional approach to sea level rise adaptation through the Oakland Alameda Adaptation Committee (OAAC) since 2021, which includes key stakeholders such as the Port of Oakland, the City of Oakland, the California Department of Transportation (Caltrans) and community-based organizations (Community Partners); and WHEREAS, the City of Alameda, on behalf of OAAC, is submitting an application to fund the Oakland Alameda Adaptation and Community Benefits Project (Project); and WHEREAS, the Project will fund design and construction of flood mitigation measures for Bay Farm Island, SR-61/Doolittle Drive, the Oakland Airport, and along San Leandro Creek within east Oakland underserved communities; and WHEREAS, the Project is within the FEMA designated Oakland Airport Community Disaster Resilience Zone (CDRZ), which makes the project eligible for a 10 percent non- federal match rather than the typical 25 percent match; and WHEREAS, the Project totals $55,511,000 with a federal request for $49,959,900 and a non-federal share of$5,551,100; and WHEREAS, the non-federal share will be split among the benefitting agencies of City of Alameda, City of Oakland, and Port of Oakland on a pro-rata basis; and WHEREAS, if the grant is awarded a budget appropriation will be brought to City Council for final approval of the City of Alameda's pro rata share of$1,924,248. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Alameda hereby approves application for FEMA BRIC grant funds on behalf of OAAC and commits to providing matching funds for Alameda's pro rata share in the amount of $1,924,248, if awarded. 1 * * * * * I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 20th day of February 2024, by the following vote to wit: AYES: Councilmembers Daysog, Herrera Spencer, Jensen, Vella and Mayor Ezzy Ashcraft— 5.
