WHEREAS, the people of Alameda, California, share a rich history with the United States Coast Guard and
have provided a home for the Coast Guard since 1926, when the Coast Guard established Base 11 in the
Estuary between Alameda and Oakland; and
WHEREAS, the Coast Guard's presence in the city has grown and evolved, with the cultivation of a
mutually supportive and beneficial relationship between local Coast Guard units and the people of
Alameda; and
WHEREAS, the people of Alameda and local businesses generously support Coast Guard people and their
families through donations to educational and scholarship programs; and
WHEREAS, the people of Alameda have shown their respect and appreciation for the Coast Guard by
including representatives on important community committees, and inviting Coast Guard commanders
to serve as keynote speakers at Rotary Club and Kiwanis Club events and in conjunction with veterans
associations and other civic organizations; and
WHEREAS, civic groups, veterans groups and the Navy League of the United States have adopted Coast
Guard vessels and units of the 11th Coast Guard District, on Yerba Buena Island and Coast Guard Island,
and provided financial support to their morale funds; and
WHEREAS, the people of Alameda work alongside Coast Guard members and their families, partnering
with them on projects beneficial to the community; and
WHEREAS, the friendliness and hospitality of Alameda are reflected in the large mimber of Coast Guard
retirees who have chosen to call the city home, and who play an active part in the city's support of the
service: --
NOW' THEREFORE, I, ADMIRAL THOMAS H. COLLINS, Commandant of the United States Coast
Guard, in accordance with Public Law 105 -383 enacted by the United States Congress and signed by the
President on November 13, 1998, do hereby take great pleasure in proclaiming that Alameda, California,
is to be known officially as "A Coast Guard City."
