Resolution 16201 CITY OFALAMEDA RESOLUTION NO. 16201 SUPPORTING PROPOSITION 5, THE LOWER SUPERMAJORITY REQUIREMENT TO 55% FOR LOCAL BOND MEASURES TO FUND HOUSING AND PUBLIC INFRASTRUCTURE AMENDMENT, ON THE NOVEMBER 5, 2024 BALLOT WHEREAS, Proposition 5 will lower the necessary voter threshold from a two- thirds supermajority to 55 percent to approve local general obligation (GO) bonds and special taxes for affordable housing and public infrastructure projects. This vote threshold is consistent with the 55 percent voter approval required for school bonds; and WHEREAS, According to the Legislative Analyst's Office, a yes vote on this measure means: Certain local bonds and related property taxes could be approved with a 55 percent vote of the local electorate, rather than the current two-thirds approval requirement. These bonds would have to fund affordable housing, supportive housing, or public infrastructure. A no vote means: Certain local bonds and related property taxes would continue to need approval by a two-thirds vote of the local electorate; and WHEREAS, Proposition 5 is supported by California Democratic Party, California State Building and Construction Trades Council, AIDS Healthcare Foundation, California Housing Partnership, and California YIMBY; and WHEREAS, the City of Alameda supports legislation and proposals that promote financing mechanisms for the provision of affordable housing and land use and assist in the reorganization and replacement of existing infrastructure to support California's growing population; and WHEREAS, the City of Alameda supports state efforts that would reduce the vote threshold for local initiatives; and WHEREAS, City support for Proposition 5 is consistent with the principles adopted in the Alameda Legislative Agenda.
