IBEW Impasse Issues
1. Compensation - City's Offer:
Year 1 - 0
Year 2 - 2.0% (effective 1/1/06)
Year 3 - 2.0% (effective 1/1/07)
Year 4 - CPI based increase — minimum 2.0 %, maximum 4.0% (effective 1/1/08)
In addition, effective 7/1/06 the following:
A) Add an additional 5% salary step for line classes (not apprentice) — normal
eligibility will be after completion of 12 months in class.
B) Accelerate step increase for others in the unit (not line classes and not
employees at top step).
C) $1,000 lump sum payment for all employees not receiving A or B above —
must be employed by AP &T at ratification and on 7/1/06 (includes
apprentices).
Impact: Maintains consistency with settlements of other City bargaining units, but also
addresses the specific market needs of certain classifications.
2. Medical - City's Offer:
Jan. 2006 - City pays for employee's choice of Medical Plan (Kaiser or Blue Shield)
at 100% (employee pays additional cost if chooses more expensive plan).
Jan. 2007 - City pays for employee's choice of Medical Plan (Kaiser or Blue Shield)
at 100% (employee pays additional cost if chooses more expensive plan).
Jan. 2008 - City pays for 100% of Kaiser Medical plan (employee pays additional
cost if chooses Blue Shield or other more expensive plan).
Sept. 2008 - MOU expires.
Prior to expiration, the parties will begin negotiations. Any increase in
City contribution (to help with premium increases) will be determined in
negotiations.
Impact: Commits the City to increased medical costs, only during the term of the
MOU. Future increases would then be the subject of negotiations.
3. Industrial Injury - City's Offer:
Clean up existing language - employee entitled to workers comp. benefit and
City supplemental pay, not to exceed 80% of base pay for up to 12 months.
Impact: Allows city employees to maintain post tax earnings when off on an industrial
injury.
4. Standby - City's Offer:
Establishes a standby program for weekends and other circumstances to avoid service
interruption. Compensation is set at one hour of pay for eight hours on standby.
Impact: Provides for AP &T staff to be available in the event they are needed to
maintain service to citizen on weekends or other circumstances.
