APPROVING WORKFORCE CHANGES AND AMENDMENTS TO THE
MEMORANDUMS OF UNDERSTANDING BETWEEN THE CITY OF
ALAMEDA AND THE ALAMEDA FIRE CHIEFS ASSOCIATION AND THE
INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL 689, IN
SUPPORT OF THE FIRE DEPARTMENT REORGAINZATION
WHEREAS, the City of Alameda seeks to modernize its Fire Department structure,
enhance operations, and align with industry standards to improve efficiency, accountability, and
succession planning; and
WHEREAS, the proposed Fire Department reorganization includes the elimination of one
Division Chief position and two Firefighter positions; the creation of two Deputy Chief positions;
the reallocation of three Division Chiefs to administrative roles; and the upgrading of three
Firefighter positions to Battalion Chief roles; and
WHEREAS, the City has negotiated amendments to the Memorandums of Understanding
(MOUs) with the Alameda Fire Chiefs Association (AFCA) and the International Association of
Firefighters, Local 689 (IAFF), which include revised salary schedules, clarified shift relief policies,
updated educational requirements, and operational changes to reflect the reorganization; and
WHEREAS, the workforce changes and amended MOUs have been ratified by the
members of AFCA and IAFF and are designed to strengthen the Fire Department's leadership
structure, enhance career development opportunities, and ensure operational readiness while
remaining within the current budget; and
WHEREAS, the financial impact of the reorganization results in a net savings of $207 ,700
due to the elimination of positions, offsetting the costs associated with upgrading and reclassifying
other roles; and
WHEREAS, the recommended workforce changes and amendments to the MOUs align
with the goals of the City's Fire Department reorganization to address evolving challenges and
foster professionalism and excellence.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the
salary amendments and workforce changes outlined below are modified, resulting in an overall
reduction of three permanent positions and the upgrade of five positions effective December 29,
2024.
•Fire Department
o Delete one Division Chief
o Delete two Firefighters
o Upgrade two Division Chiefs to two Deputy Chiefs
o Amend the Alameda Fire Chiefs Association Salary Schedule to add a new
classification of Deputy Chief at the salary listed below:
