APPROPRIATING $354,000 FROM THE BAY FARM ISLAND DIKE
FUND (FUND 286) AVAILABLE FUND BALANCE TO ALAMEDA
CAPITAL PROJECT FUND (FUND 301) PROJECT #C35000,
SHORELINE MAINTENANCE FISCAL YEAR 2024-25 CAPITAL
IMPROVEMENT BUDGET
WHEREAS, on December 14, 2024, a strong storm moved across Northern
California with large waves, strong winds and heavy rains; and
WHEREAS, the higher than expected king tides with significant wave action
damaged the west-facing shoreline of the Bay Farn Island dike; and
WHEREAS, areas of exposed soil now exist without the protection of armor rock,
known as rip rap, to absorb and disperse the wave energy and are now highly susceptible
to further erosion, therefore emergency action is necessary to protect the dike along the
shoreline and minimize additional land loss, public access impacts, risk to public and
private property and prevent more costly repairs due to further erosion; and
WHEREAS, City staff entered into an emergency Construction Agreement with
McGuire an Hester Inc. in an amount not to exceed $500,000 for the emergency dike
repair work in accordance with Alameda City Charter 3-15.2 and CUPCCAA (specifically,
Government Code § 22050); and
WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, this budget ensures that the City of Alameda has exercised prudent
judgment in its fiduciary responsibility as guardian of the public tax dollars.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Alameda
amends the Fiscal Year 2024-25 Capital Budget appropriating $354,000 from the Bay
Farm Island Dike Assessment District (Fund 286) available fund balance to Capital
Project Fund (301) Project#C35000 Shoreline Maintenance.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 21st day of January 2025, by the following vote to wit:
