Resolution 16241 CITY OF ALAMEDA RESOLUTION NO. 16241
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
A FIVE-YEAR AGREEMENT WITH ALL CITY MANAGEMENT
SERVICES INC. FOR SCHOOL CROSSING GUARD SERVICES IN AN
AMOUNT NOT-TO-EXCEED $2,345,640
WHEREAS, according to the California Manual on Uniform Traffic Control Devices
(MUTCD), Section 7E.02, cities and counties may designate local law enforcement
agencies, the governing board of any school district, or a county superintendent of schools
to recruit and assign adult crossing guards to intersections that meet approved guidelines
for adult supervision. These guidelines require crossing guards at elementary schools
only; and
WHEREAS, the responsibility for implementation and funding of the crossing
guards program in the City of Alameda currently lies with the Alameda Police Department;
and
WHEREAS, All City Management Services Inc. would assumed all management
responsibilities of the crossing guard program, and absorbed all former employed
crossing guards that wanted to continue at their current respective rates of pay or higher.
All City's primary responsibility is to oversee and manage the program and handle virtually
all aspects associated with it.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that the City Manager, or designee, Negotiate and Execute a Five-Year Agreement with
All City Management Services Inc. for School Crossing Guard Services in the Amount Not
to Exceed $2,345,640.00 (Police 10031110).

assembled on the 21st day of January 2025, by the following vote to wit:
