Resolution 16278 CITY OF ALAMEDA RESOLUTION NO. 16278 TO NOMINATE PRIORITY CONSERVATION AREAS TO THE ASSOCIATION OF BAY AREA GOVERNMENTS. WHEREAS, the Association of Bay Area Governments (ABAG) has updated the Priority Conservation Area (PCA) planning framework which creates a regionally consistent approach to designate key areas for conservation and nature-based improvements; and WHEREAS, PCAs include diverse landscapes such as trails, urban parks, and areas that benefit from urban greening or nature-based climate adaptation solutions; and WHEREAS, the PCA planning framework includes locally nominated PCAs as locations to coordinate local and regional planning for the conservation of regionally significant areas which are adopted by the ABAG; and WHEREAS, the PCA designation provides opportunities for grant funding to support conservation, restoration, and recreational projects, helping to achieve local and regional conservation goals; and WHEREAS, the updated PCA criteria adopted by ABAG in 2024 aim to ensure alignment with regional sustainability and conservation priorities; and WHEREAS, the nominated PCAs contain parks, shorelines, trails and corridors that contribute to the ecological, recreational, and climate resilience needs of the City of Alameda and the greater Bay Area; and WHEREAS, the City of Alameda is working with Community Action for a Sustainable Alameda, the East Bay Regional Park District, the Bay Conservation and Development Commission, Caltrans and other community partners to design and implement numerous urban greening, recreation, and sustainability projects in Alameda; and WHEREAS, the designation as a Priority Conservation Area does not alter existing land use designations, zoning, or the City's land use regulatory authority; and WHEREAS, the City of Alameda has applied for and/or obtained a variety of funding sources and additional funding is required to implement the plans and programs embedded in the Climate Adaptation and Resilience Plan, Urban Forest Plan / Equity Priority Planting Areas, Mobility Element, Open Space and Parks Element, and Conservation and Climate Element; and WHEREAS, the City of Alameda recognizes the importance of nominating the mapped PCAs to ensure eligibility for future funding and support for projects that enhance the areas shown in the nomination exhibit, representing parks, priority planning areas, corridors, trails and shorelines;-; and WHEREAS, in accordance with the California Environmental Quality Act, this project is exempt for environmental review pursuant to Public Resources Code Section 21150, Feasibility and Planning Studies. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Alameda: 1. Endorses the nomination of the PCAs mapped in Exhibit as Priority Conservation Areas to be adopted by the Association of Bay Area Governments, recognizing their regional and local significance; 2.
