Resolution 16309 CITY OF ALAMEDA RESOLUTION NO. 16309
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A TRANSIENT OCCUPANCY TAX SHARING
AGREEMENT WITH THE OAKLAND ROOTS & SOUL IN AN AMOUNT
NOT-TO-EXCEED $150,000 IN SUPPORT OF A WORLD CUP TEAM
IN THEIR ALAMEDA FACILITY DURING THE WORLD CUP
TOURNAMENT IN SUMMER, 2026
WHEREAS, the World Cup soccer tournament is coming to North America in the
summer, 2026; and
WHEREAS, the Oakland Roots & Soul are requesting to host a World Cup soccer
team at their Alameda training facility during the tournament; and
WHEREAS, the cost of hosting a team is estimated to be $700,000; and
WHEREAS, The Oakland Roots & Soul are looking for support from Alameda and
the neighboring communities to offset these costs, but also share in the benefits of fan
activity in the community resulting in an increase in visitor stays in hotels and spending in
restaurants and stores; and
WHEREAS, a Transient Occupancy Tax (TOT) Sharing Agreement which pledges
the increased TOT increment from its normal baseline allows the City to pledge funds that
would not be allocated from the general fund; and
WHEREAS, an allocation of TOT would only occur for occupancy rates over 77%
for hotels and 58% for short-term rentals and be limited to a total amount not to exceed
$150,000.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda to
authorize the City Manager to negotiate and execute a Transient Occupancy Tax Sharing
Agreement with the Oakland Roots & Soul in an amount not-to-exceed $150,000 in
support of a World Cup team in their Alameda facility during the World Cup tournament
in summer 2026.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 15th day of July 2025, by the following vote to wit:
AYES: Councilmembers Boller, Daysog, Jensen, Pryor and Mayor
