AMENDING THE FISCAL YEAR 2025-26 -CAPITAL BUDGET BY
INCREASING REVENUE AND EXPENDITURES IN CAPITAL
IMPROVEMENT PROGRAM PROJECT C14000 BY $200,000 FOR
THE 2025-26 AMERICANS WITH DISABILITIES ACT CURB RAMP
IMROVEMENT PROJECT USING COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) FUNDS
WHEREAS, on April 2, 2024, a Public Hearing was held at City Council to consider
the use of CDBG funds for various projects and programs, which included a
recommendation from Housing & Human Services for funds to be used for public
accessibility improvements. City Council voted in favor of using CDGB funds as
recommended by Housing & Human Servies; and
WHEREAS, on May 21, 2024, City Council authorized the City Manager to
negotiate and execute CDBG related documents, agreements, and modifications at
funding levels approved by Congress; and
WHEREAS, in June 2024 the City of Alameda finalized the ADA Self Evaluation
and Transition Plan (ADA Plan) as part of the City's ongoing commitment to provide equal
access for all; and
WHEREAS, on July 2, 2025, an Interdepartmental Funding Agreement was
executed between Housing & Human Services and Public Works Department to allocate
$200,000 of CDBG Funds to install ADA curb ramps as part of a public works construction
project; and
WHEREAS, plans and specifications will be developed by City Staff for installation
of ADA curb ramps at various locations, with the project issued for construction bids using
the informal bidding process; and
WHEREAS, in order to utilize CDBG Funds as part of the Public Works Capital
Improvement Program, CDBG Funds will need to be appropriated to the Capital Budget;
and
WHEREAS, the Interdepartmental Funding Agreement between Housing &
Human Services and Department of Public Works proposes $200,000 of CDBG Funds to
be used for construction and contingency, while leveraging $50,000 in previously
appropriated $50,000 Measure BB Local Streets and Roads funding to support execution
of the project; and
THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda
hereby amends, the Fiscal Year 2025-26 Capital Budget by increasing revenue and
expenditures in Capital Improvement Program Project C14000 by $200,000 to reflect
awarded Community Development Block Grant (CDBG) grant funds.
