AMENDING THE FISCAL YEAR 2025-2026 CAPITAL BUDGET TO
APPROPRIATE $800,000 IN ALAMEDA COUNTY TRANSPORTATION
COMMISSION (ALAMEDA CTC) GRANT FUNDS TO CAPITAL
IMPROVEMENT PROGRAM C65020 (STARGELL AVENUE COMPLETE
STREETS); AND APPROPRIATING $2,000,000 IN ALAMEDA CTC
GRANT FUNDS AND $180,447 IN TRANSPORTATION DEVELOPMENT
ACT ARTICLE 3 GRANT FUNDS TO CAPITAL IMPROVEMENT
PROGRAM C63200 (NEIGHBORHOOD GREENWAYS), AND REDUCING
REVENUE AND APPROPRIATIONS IN CAPITAL IMPROVEMENT
PROGRAM C56300 (NEPTUNE PARK PATH) BY $148,159.56, AND
REDUCING REVENUE AND APPROPRIATIONS IN CAPITAL
IMPROVEMENT PROGRAM C61000 (STREET SAFETY) BY $153,500,
TO INCREASE REVENUE AND APPROPRIATION FOR CAPITAL
IMPROVEMENT PROGRAM C63200 BY $2,482,106.56.
WHEREAS, on June 17, 2025, the City Council did adopt a budget
representing the financial plan for conducting the affairs of the City of Alameda for
the Fiscal Year beginning July 1, 2025 and ending June 30, 2026; and
WHEREAS, Alameda CTC awarded grants of $800,000 for the Stargell
Avenue Complete Street Project and $2,000,000 for the Neighborhood Greenways
Crossings Project as part of their 2026 Comprehensive Investment Program (CIP)
on May 22, 2025; and
WHEREAS, the Metropolitan Transportation Commission approved
$180,447 in Transportation Development Act Article 3 funding for the
Neighborhood Greenways Crossings Project in August 2025; and
WHEREAS, $148,159.56 is currently budgeted in the Neptune Park Path
Capital Improvement Project (CIP) C56300 and available for reappropriation; and
WHEREAS, $153,500 is currently budgeted in the Street Safety Capital
Improvement Project (CIP) C61000 and available for reappropriation; and
WHEREAS, staff proposes to appropriate $800,000 of Alameda CTC 2026
CIP Grant Funds to CIP C65020; and
WHEREAS, staff proposes to allocate$148,159.56 from CIP C56300 to CIP
C63200; and
WHEREAS, staff proposes to allocate $153,500 from CIP C61000 to CIP
C63200; and
WHEREAS, staff proposes to appropriate $2,000,000 of Alameda CTC
2026 CIP Grant Funds and $180,447 of MTC TDA Article 3 Grant Funds to CIP
C63200; and
WHEREAS, the City of Alameda wishes to delegate the authority to execute
the Alameda County Transportation Commission grant agreements and any
amendments thereto to the City Manager;
WHEREAS, the Council has considered the report and recommendations
of the City Manager on the budget amendments and has determined that the
budget amendments are both fair and appropriate; and
WHEREAS, this budget ensures that the City of Alameda has exercised
prudent judgment in its fiduciary responsibility as guardian of the public tax dollars.
WHEREAS, total proposed changes are summarized in the following table.

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of
Alameda amends the Fiscal Year 2025-2026 Capital Budget by appropriating
$800,000 in Alameda County Transportation Commission (Alameda CTC) grant
funds to Capital Improvement Program C65020 (Stargell Avenue Complete
Streets); and appropriating $2,000,000 in Alameda CTC grant funds and $180,447
in Transportation Development Act Article 3 grant funds to Capital Improvement
Program C63200 (Neighborhood Greenways), and reducing revenue and
appropriations in Capital Improvement Program C56300 (Neptune Park Path) by
$148,159.56, and reducing revenue and appropriations in Capital Improvement
Program C61000 (Street Safety) by $153,500, to increase revenue and
appropriation for Capital Improvement Program C63200 by $2,482,106.56..
