AUTHORIZING THE CITY ATTORNEY TO NEGOTIATE AND EXECUTE A
GRANT AGREEMENT BETWEEN THE BOARD OF STATE AND COMMUNITY
CORRECTIONS AND THE CITY OF ALAMEDA BY AND THROUGH THE
ALAMEDA CITY ATTORNEY'S OFFICE TO ACCEPT $486,465 IN GRANT
FUNDS TO HIRE A VICTIM SERVICE ADVOCATE; AND AMENDMENT OF
THE FISCAL YEAR 2025-27 POLICE GRANTS FUND (FUND 22131100)
ESTIMATED REVENUE AND EXPENDITURES BUDGET AND AMENDMENT
OF THE GENERAL FUND (FUND 10023043) TRANSFERS IN REVENUE
BUDGET IN THE AMOUNT OF $486,465 FOR THE BYRNE STATE CRISIS
INTERVENTION PROGRAM GRANT
WHEREAS, on June 17, 2025, the City Council approved the Fiscal Year 2025-27
Biennial Budget appropriating expenditures for the initial hire and ongoing expenses of a
Victim Services Advocate through the General Fund — City Attorney Prosecution Unit
(Fund 10023043); and
WHEREAS, the City Attorney's Office applied and was awarded a Byrne State
Crisis Program Grant through the Board of State and Community Corrections; and
WHEREAS, the primary purpose of the Byrne State Crisis Intervention Program is
to provide federal funds to states to implement programs aimed at reducing gun violence
and addressing related risk factors; and
WHEREAS, the grant will provide funding to hire a proportion of the City's Victim
Services Advocate and certain related costs; and
WHEREAS, there is need to amend the Fiscal Year 2025-27 Police Grants Fund
estimated revenue and expenditures budget and amend the General Fund—City Attorney
Prosecution Unit estimated revenue budget to accept the grant.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes
the City Attorney's Office to negotiate and execute a grant agreement between the Board
of State and Community Corrections and the City of Alameda to accept$486,465 in grant
funds to hire a Victim Services Advocate and to amend the Fiscal Year 2025-27 Police
Grants Fund (Fund 22131100) estimated revenue and expenditures budget and amend
the General Fund — City Attorney Prosecution Unit (Fund 10023043) transfers revenue
budget for the Byrne State Crisis Intervention Program.
