Resolution 16336 CITY OF ALAMEDA RESOLUTION NO. 16336
AUTHORIZING THE CITY MANAGER TO EXECUTE FOUR GRANT
OF EASEMENTS AND LICENSE AGREEMENT TO EAST BAY
MUNICIPAL UTILITY DISTRICT ACROSS CITY-OWNED PROPERTY;
AND TO EXECUTE ANY AND ALL ANCILLARY DOCUMENTS AND
DIRECTING THE RECORDING OF THE GRANT OF EASEMENTS
FOR THE SAN LEANDRO CHANNEL CROSSING
WHEREAS, East Bay Municipal Utilities District (EBMUD) is the owner and
operator of water main systems serving the City of Alameda; and
WHEREAS, the Alameda-North Bay Farm Island Pipeline Crossings Project is a
project by EBMUD to replace aging water pipelines that connect Alameda and North Bay
Farm Island to Oakland; and
WHEREAS, the San Leandro Channel Crossing (Alameda Crossing No. 2) is the
second phase of the Alameda-North Bay Farm Island Pipeline Crossings Project; and
WHEREAS, the new water main infrastructure will traverse through City-owned
parcels at Towata Park, a submerged portion of San Leandro Channel, Veterans
Memorial Park, and Grand View Pavilion; and
WHEREAS, EBMUD requires water line easements where the new water main will
be located on City-owned property; and
WHEREAS, EBMUD further requires a Temporary Construction Easement to be
used for operating and staging of equipment on Grand View Pavilion and the use of public
right-of-way for pipeline and equipment laydown.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda
authorizing the City Manager to execute four Grant of Easements and License Agreement
to East Bay Municipal Utility District across city owned property; and to execute any and
all ancillary documents and directing the recording of the Grant of Easements for the San
Leandro Channel Crossing.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 4th day of November 2025, by the following vote to wit:
AYES: Councilmembers Boller, Daysog, Jensen, Pryor and Mayor
Ezzy Ashcraft— 5.
