AMENDING THE FISCAL YEAR 2025-26 BUDGET TO INCREASE
AUTHORIZED EXPENDITURES IN THE CAPTTIAL IMPROVEMENT
PROJECT FUND C61.000 BY $200,000, APPROPRIATED FROM THE
GENERAL FUND
WHEREAS, on June 30, 2025, the City Council did adopt a budget representing
the financial plan for conducting the affairs of the City of Alameda for the Fiscal Year
beginning July 1, 2025 and ending June 30, 2026; and
WHEREAS, the traffic calming in the neighborhood around Gibbons Drive is an
important step for long-term planning for the Gibbons Drive/High Street/Fernside
Boulevard intersection as part of the Fernside Boulevard Traffic Calming & Bikeways
Project; and
WHEREAS, based on extensive public feedback, staff recommends implementing
traffic calming improvements in the neighborhood around Gibbons Drive in calendar year
2026, including new speed humps as well as two quick-build demonstration roundabouts;
and
WHEREAS, no existing fund is available to cover this effort without reducing traffic
safety improvements elsewhere, as this project was not planned in this timeframe when
the budget was adopted; and
WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, this budget ensures that the City of Alameda has exercised prudent
judgment in its fiduciary responsibility as guardian of the public tax dollars.
NOW, THEREFORE, BE IT RESOLVED that in accordance with the California
Environmental Quality Act (CEQA), this project is categorically exempt under CEQA
Guidelines Section 15301(c) Existing Facilities (Minor alterations to existing facilities) and
Section 15304 (Minor Alterations to Land on existing public rights of way); and
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Council of the City of
Alameda amends the Fiscal Year 2025-2026 Budget to increase authorized expenditures
in the Capital Improvement Budget Fund C61000 by $200,000 appropriating funds from
the General Fund.

assembled on the 18th day of November 2025, by the following vote to wit:
